Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Job Summary
LAHSA is seeking a dynamic Senior Advisor to support the Deputy Chief Analytics Officer (DCAO).  This position is necessary to support the strategic priorities of the Data Management and Information Technology Function, that are being overseen by the DCAO.  The position will serve as the Sr. Advisor to the DCAO and will help identify measures to maintain the Data Management and Information Technology health of the organization by helping create, implement, and enforce data as well as IT policies, processes and procedures to maintain the integrity and security of data produced within the organization.

Position Duties

  • Provide organizational and technical leadership, including overseeing analysis, support, design, and development of procedures and policies to oversee and implement various initiatives to elevate LAHSA’s role as a System Administrator.
  • Provider leadership and guidance to the analytics and HMIS team, ensuring capacity building, accuracy in reporting, and alignment with organizational and departmental vision.
  • Serve as a trusted advisor and authoritative source on technology, data, analytics, and technical resources to promote efficient, effective, and judicious administration and utilization of public funding.
  • Represent the DCAO with national, state, and local constituencies, including Los Angeles City and County, Service Providers, private and public partners, federal agencies, and other key groups, as directed by the DCAO.
  • Initiate and lead analytical projects that optimize agency processes and ensure that the agency delivers actionable results and outcomes for our stakeholders.
  • Spearhead the transformation of an internal analytics Infrastructure, optimizing tools, accessibility, reliability, and data clarity.
  • Establish a structured framework and dashboards for internal KPIs, Active System management and leadership reports, standardizing measurement and reporting procedures for all units & departments.
  • Stay abreast of emerging analytics trends and technologies, ensuring the organization remains at the forefront of data-driven insights.
  • Performs other duties as assigned.

Minimum Qualifications

  • Deep understanding of the Los Angeles Homeless Service Landscape.
  • Advanced skills with business intelligence software such as PowerBI, Tableau, and Looker.
  • Advanced understanding of HMIS, Universal Housing Application, Resource Management System, CHAMP, and other Homeless Service Databases.
  • Knowledge and experience working with various technologies including, but not limited to the following is a plus: 
    1. ESRI suite of GIS solutions, including ArcGIS Desktop suite of software and ArcGIS Online or QGIS
    2. Open Data Portals: Socrata, CKAN, etc. 
    3. Microsoft Dynamics 365
    4. Salesforce or other CRM Platforms
    5. Python or R
    6. Google Scripts
  • Advanced level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).
  • Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology.
  • Strong organizational skills with a strong attention to detail.
  • Excellent time management, project management, and strategic planning skills, and the ability to prioritize multiple tasks to meet deadlines.
  • Excellent leadership and professional presence including managing a team to achieve results.
  • Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships.
  • Demonstrated ability to work with diverse community and organizational groups.
  • Knowledge of homeless populations, systems, and programs at the local and national level.

Other Qualifications

  • Bachelor's Degree from an accredited college or university in Analytics, Data Science, Business, or a related field. 
  • Minimum of five (5) years demonstrated training and experience in group facilitation, community engagement, organizing, and collaboration 
  • Five (5) years of Public or Nonprofit working experience. 
  • Advanced proficiency in data visualization tools, programming languages, and analytics platforms.
  • Proven track record of successfully leading, mentoring, and elevating analytics teams.
  • Experience working with Homeless Service Provider is a plus.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
