Scope of Work:
Reports directly to the Program Manager. Responsible for all requirements within civil engineering facility and infrastructure operations. Responsible for oversight of all work activities associated with the following branches: Base Zone facilities maintenance and repair, Cadet Zone facilities maintenance and repair, Pavements and Equipment Operations, Utilities branch and plant operations, and Operations Engineering requirements.
Responsibilities:
- Provides oversight of 5 major branches within the Operations and Maintenance Department responsible for keeping USAFA facilities and infrastructure in an operational state 24 hours a day, 365 days per year.
- Oversees the execution of all direct scheduled repair and minor construction work orders and accomplishment/implementation of all preventive maintenance tasks associated with the Maintenance Master Plan. Responsible for ensuring that the O&M Department is in compliance with all Performance Work Statement (PWS) metrics in the Performance Requirements Summary.
- Oversees operation of the Central Heating Plant and the Wastewater Treatment Plant.
- Oversees all snow removal and ice control actions for base roads, parking lots, and the USAFA runway and aircraft parking aprons.
- Oversees the maintenance, repair, and operation of RPIE and mobile generators and associated automatic transfer switches/panels.
- Oversees the maintenance and repair of all base roads, parking lots, and airfield surfaces.
- Oversees all Operations Engineering services to include operation of the CE Production Control Center during duty and off-duty hours, operation of the Work Request Review Board and issuance of Work Clearance Requests for CE and contractor personnel.
- Provides oversight of Asset Management responsibilities to include AMP/Sub-AMP management, facilities condition assessments, and BUILDER Sustainment Management System updates.
- During contingency situations or base exercises, performs duties as either the Emergency Operations Center CE representative or as the CE Unit Control Center Manager.
- Performs on-call responsibilities as the CE Duty Manager
- Adhere to company policies, procedures, and safety regulations.
- Performs other duties as assigned.
Requirements:
- Minimum of 10 year’s experience in facilities engineering and supervision preferred.
- Minimum of 5 year’s experience with MAXIMO preferred.
- Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required.
- Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
- Must maintain licenses and/or credentials required for this position.
- Must be able to maintain ability to access government worksite.
- Must have and maintain a valid state driver’s license to operate a company vehicle.
- Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
- Must be able to successfully complete a drug/alcohol test and a criminal record check.
- Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Physical Demands / Work Environment:
- Physical requirements include (but are not limited to) the ability to lift 50 pounds, pushing, pulling, carrying, stooping, bending, squatting, and reaching for long periods of time.
- Work may be performed indoors or outdoors in varying weather conditions. Must be able to work in confined spaces, at heights, and around various hazards with appropriate PPE.
- Must be able to perform duties under adverse weather conditions (extreme cold / heat, etc.). Outside work in winter, summer, rain, sleet, and snow and on uneven terrain – side hills and slopes.
- Must be able to work alternate and extended shift schedules when necessary to meet the customer's mission requirements, including weekends and holidays.
- Must be able to perform on-call duties when necessary and report to work within the required timeframe from notification.
