SUPERVISORY RESPONSIBILITIES
None.
SUMMARY
Under minimal direction, identifies funding sources, conducts research, prepares applications for grants, processes awarded grants, and manages more complex grants. Prepares program budgets for funding proposals and develops budget justifications in collaboration with program accountant. Drafts reports, policies and procedures, and position papers. Conducts research and data analyses. Exercises independent judgment when applying for new federal, state, and local funding opportunities and maintaining eligibility for existing grants.
Assist in the fulfillment of the Agency’s vision, “A strong Fresno County where people have resources to shape their future free from poverty.”
DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Writes grant proposals, maintains supporting documents, memoranda of understanding, budget justifications, correspondence, plans, policies and procedures, reports, position papers, surveys, forms, brochures, and other documents. Drafts program budgets for funding proposals. Develops and maintains an agency document library as a resource for programs.
Research policy issues and funding opportunities for EOC programs and recommend courses of action. Develops plans, schedules meetings, and maintains contact lists.
Analyzes funding announcements and opportunities, gathers resource materials, and develops schedules for meeting deadlines. Administers central clearinghouse for grant opportunities.
Consults with program staff and community associates as appropriate. Develops approaches and program concepts to meet funding requirements and suggests alternative approaches.
Identifies community resources for collaboration or support of proposals and community planning activities.
Performs research and compiles, organizes, and tracks research materials, statistics, and background materials, using both hard copy and online resources.
Makes oral presentations on research and planning projects and facilitates planning meetings and orientation sessions.
Assists with the preparation and delivery of professional training related to research, planning, and resource development for EOC program personnel.
Travels for agency business using reliable transportation.
Maintains regular attendance and punctuality.
Works evenings and weekends as required.
Performs other duties as assigned.
QUALIFICATIONS

EDUCATION:
- Bachelor’s degree in liberal studies, English, Communications, Business Administration, Language Arts, or human science related field required. Additional relevant work experience may substitute required education on a year-by-year basis.
EXPERIENCE:
- Minimum of four (4) years of successful grant writing and development experience, with a strong background in government grants.
OTHER QUALIFICATIONS:
Effective verbal, presentation, and written communication skills, including solid evidence of strong writing ability.
Professional Certification in Grant Writing required or may be obtained within one year of employment.
Proficient in Microsoft Office Suite. Technologically sound with competencies in word processing, database, internet, forms, charts, tables, spreadsheets, desktop publishing, and other multi-media and visual presentation functions.
Knowledge of and sensitivity to the needs of the low-income individuals, families, and communities preferred.
Ability to demonstrate independent judgment with limited supervision.
Goal and detail oriented, well organized, and ability to demonstrate the skill of researching.
Dependable, reliable, able to multi-task.
Strong organizational skills.
Able to implement work plans to achieve goals and objectives.
Excellent communication and public relation skills.
Willing to work non-traditional hours and days to meet the needs of this position.
Maintain valid California driver's license and the minimum auto insurance as required by state law, or reliable transportation. For those driving agency vehicles, must maintain insurability under agency policy.
