Job Summary: Under general supervision of the Utilities Operations Manager is responsible for the installation, maintenance, and troubleshooting of instrumentation and control systems within water, sewer, stormwater, and maintenance facilities. This role involves but is not limited to programming and maintaining programmable logic controllers (PLCs), supervisory control and data acquisition (SCADA), and radio communication systems. Key duties include calibrating instruments, performing routine inspections, and responding to system failures to maintain operational efficiency. The position works closely with Information Technology team, contractors, system integrators and other staff to support facility operations and ensure compliance with safety and regulatory standards.


Class Characteristics: Utilities Technology Specialist is a journey level class who is responsible for performing and troubleshooting a variety of technical duties relating to the electrical, mechanical, instrumentation, and control functions of the City’s infrastructure systems. 


Ideal Candidate: 
Will have three or more years’ experience working with AVEVA and/or VTSCADA HMI software packages.

Position Duties

Essential Duties and Responsibilities: The following duties are performed personally, in cooperation with the Utilities Operations Manager, and/or in coordination with other City staff and community groups. Additional duties may be assigned.


  1. Install, program, inspect, troubleshoot, and adjust electrical and mechanical equipment, instrumentation, and related information systems.
  2. Perform tests and maintenance on mechanical, electrical, and instrumentation equipment; interpret readings and outputs of equipment; ensure proper functioning of equipment and related information systems.
  3. Review operator’s manuals and other established guidelines; ensure equipment and information systems are operated in accordance with established guidelines.
  4. Perform basic programming for utilities information systems; programs with ladder logic and relay logic; operate Programmable Logic Controllers (PLCs), Remote Telemetry Units (RTUs) and associated inputs/outputs; operate Variable Frequency Drives (VFDs); perform telecommunications networking when necessary and outside the scope of City Information Technology team.
  5. Ensure proper operation of SCADA system; identify and troubleshoot issues pertaining to SCADA system.
  6. Serve as the Utilities Division administrator for the City’s work order and asset management system and coordinate with the Maintenance Manager on overall system administration.
  7. Initiate work orders pertaining to utilities equipment and information systems; ensure work orders are accurate and complete; perform record-keeping functions.
  8. Serve as a liaison to manufacturers, contractors, City personnel and other internal or external parties with respect to utilities equipment, instruments and related systems.
  9. Ensure compliance with the National Electric Code and other applicable laws, codes, or regulations.
  10. Check job sites for potential hazards; understand and adhere to all applicable safety rules, regulations, practices, or procedures.
  11. Serve as a key point of contact with the City’s Information Technology team.
  12. Support the operation, management and use of various software systems and hardware systems in coordination with the City’s Information Technology and Geographic Information System team.
  13. Serve as the key trainer of Utilities Division and other City employees on Utilities Systems.
  14. Routinely work in coordination with the Electrician in the Utilities Division to support the seamless maintenance and management of utility system equipment.
  15. Perform and/or assist with work on water and wastewater systems and related equipment as necessary.
  16. Respond to emergency callouts for utilities (water, sewer and stormwater). 
  17. Contribute to the efficiency and effectiveness of the division's service to its customers by offering suggestions and directing or participating as an active member of a team.
  18. Maintain records concerning all functions of assigned work.
  19. Complete other duties as assigned. 

Minimum Qualifications

Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.


Education & Experience:

  1. Possess an Associate degree or 60 semester units from an accredited college. Major coursework in industrial automation, instrumentation and control systems or related field is highly desired.
  2. Four years of work experience in utilities.


Licenses & Certificates:

  1. Possess a valid Class A California driver’s license within one year of employment.
  2. Possess an OSHA 30 certificate within 6 months of employment.  
  3. Possess a valid State of California Department of Health Services Water Distribution Operator Grade I within one year of date of hire.
  4. Possess an ISA-Certified Control Systems Technician Level I certification within one year of 

date of hire. 


Knowledge of:

  1. Concepts, materials and terminology related to utilities systems.
  2. Federal, state, and local requirements pertaining to public utilities systems.
  3. Equipment used to operate, maintain, and repair utilities systems, particularly electrical and mechanical equipment, instrumentation, and related information systems.
  4. Best practices for operating information systems (including SCADA), networks and peripherals relating to public utilities.
  5. Industrial electronic control systems.
  6. Safe work methods and safety regulations.
  7. Record keeping practices, both electronic and hard copy.
  8. Experience utilizing and administering technology applications.
  9. Basic programming and design for public utilities information systems, and basic trade mathematics.
  10. The National Electric Code.


Skill in:
