Louisiana Bridge Builders (“LBB”) is designing and building the new I-10 Calcasieu River Bridge in Lake Charles, Louisiana (USA) for the Louisiana Department of Transportation and Development (LADOTD). LBB will also be responsible for the reconstruction of interstate highway, various structures, ramps, and approaches for a 5.5 mile stretch between I-210 West End and Ryan Street.

POSITION PURPOSE/SUMMARY 

The Plants & Precast Manager is committed to supporting Louisiana Bridge Builders by overseeing the production, installation, and quality control of precast concrete elements by ensuring that precast components are designed, manufactured, and installed according to specifications, within budget, safely, and on time. Will also provide oversite for concrete batch plants, pugmills, and asphalt plants while ensuring that the production and delivery of concrete, asphalt, soil cement, and Cement Treated Base (CTB) are done in accordance with schedule, budget, quality, and safety. 

LOCATION 

This position is based in Lake Charles, LA.  

PRIMARY DUTIES & RESPONSIBILITIES 

  1. Oversee the planning, design, and execution of precast concrete elements for project.
  2. Oversee the planning, design, and execution of concrete mix designs, asphalt, soil cement, and CTB.
  3. Oversee the procurement, along with procurement department, and installation/erection, along with equipment department, of concrete, asphalt, and pugmill plants.
  4. Oversee the procurement, along with procurement department, of raw materials that are required for concrete, asphalt, soil cement, and CTB, to ensure that supply is steady, within quality, and on time.
  5. Coordinate with architects, engineers, contractors, and suppliers to ensure the successful delivery of precast components.
  6. Ensure precast products meet the required specifications and quality standards.
  7. Implement and manage quality control systems to monitor the production process of precast, concrete, asphalt, soil cement, and CTB plants.
  8. Conduct inspections during production and at installation sites to ensure compliance with safety standards.
  9. Manage the production team, including labor allocation and workflow management.
  10. Troubleshoot and resolve production issues related to materials, machinery, or processes.
  11. Work with design teams to review precast component designs, ensuring feasibility and cost-effectiveness.
  12. Collaborate on design modifications and improvements to optimize manufacturing and installation.
  13. Ensure that all precast activities comply with industry safety regulations and standards.
  14. Monitor project budgets related to precast production and installation.
  15. Identify cost-saving opportunities without compromising quality or safety.
  16. Prepare cost estimates for precast elements and oversee procurement.
  17. Hire, motivate, and lead a high-performing team through coaching, top-tier talent retention, and directed recruiting efforts.
  18. Supervises team, including training, providing work direction, problem-solving assistance, reviewing performance, recommending salary increases, promotions, transfers, demotions, and terminations. 
  19. Performing all other duties and responsibilities as assigned.

QUALIFICATIONS 

At a minimum, the Plants & Precast Manager must have a bachelor’s degree in civil engineering, construction management, or related field of study, along with 10+ years of precast concrete production experience for a large civil construction project or a high school diploma, or equivalent, along with 14+ years of precast concrete production experience for a large civil construction project and concrete for civil construction experience.  The Plants & Precast Manager must also have at least 5+ years of experience in a leadership role within civil construction along with a current and valid driver’s license.
