Summary:

The Program Analyst (Suicide Prevention) is responsible for supporting the NGB Substance Abuse and Suicide Prevention contract through program analysis, training coordination, and case management. This role requires a highly qualified individual with a strong background in suicide prevention, resilience, and program management.

Responsibilities:

Essential Job Functions:

  • Analyze program data and metrics to identify trends and areas for improvement.
  • Coordinate and deliver training programs related to substance abuse prevention, suicide prevention, and resilience.
  • Provide case management support to ensure effective program implementation and participant outcomes.
  • Shall provide reports and data related to the NGB SAP, SP, Resilience, and Risk Reduction Program within four hours of NG Senior Leadership inquiry.
  • Shall serve as a Subject Matter Expert (SME) to program/division managers, facility leadership, and other staff concerning SAP, SP, and Resilience strategies for individuals and for the military community.
  • Shall organize, schedule, track, and conduct training that coincides with any Army and Air training current or future within the Resilience Branch training portfolio; functions within established guidelines and demonstrates the ability to work effectively and develop sound relationships with the Service Members, caregivers, professional staff, and supportive personnel who provide care.
  • Develop, organize, coordinate, and manage all aspects of the Resilience Branch portfolio’s programs, including comprehensive development, planning, and implementation of the program’s policies and procedures, determining the needs of the program, overseeing and directing the quality and quantity of program-specific training, monitoring data driven outcomes, and establishing program initiatives and direction.
  • Shall be familiar with national initiatives related to the Resilience Branch portfolio (e.g. all Department of Defense service components, National Alliance on Mental Illness, Substance Abuse and Mental Health Services Administration, American Association of Suicidology, and American Foundation for Suicide Prevention, non- governmental, and civilian partners) and have a working knowledge of community outreach and prevention initiatives and programs.
  • Assist national Program Managers in drafting replies to Congressional inquiries, tasks, and requests for information.
  • Shall plan, research, and implement the full scope of any Resilience related data analysis projects requiring the application of statistical theory.
  • Shall analyze Resiliency Branch findings, evaluate statistical limitations of data, and specify the range of logical explanations.
  • Shall forecast Resiliency Branch historical statistical data.
  • Identify aberrations in statistical Resiliency Branch trends or in statistical data.
  • Shall develop recommendations for corrective action and methods to achieve efficient and effective operations to help improve NG J1-WRF-Resiliency Branch.
  • Shall apply analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of activities or functions related to the SAP, SP, Resilience, and Risk Reduction Programs’ mission, including future needs. Program effectiveness will align with Program Management goals and NG guidance.
  • Shall monitor and update Suicide records, and conduct a quality control check of uploaded AR 15-6 investigations in the Critical Incident Management System.
  • Upon a suicide event, and again upon receipt of the investigation results, the contractor shall request and receive the DoDSER forms from the State/Territory/DC Suicide Prevention Coordinator, conduct quality control, and input the data into the DODSER system online.
  • Monthly, or upon request, the contractor shall prepare the NG Joint Report using data from ALURRT, DoDSER, and internal tracking. The Government will provide format.
  • Analyze potential factors in relation to ideation, attempt, and suicide data in ALURRT and provide trend analysis reports to the Suicide Prevention Program Manager upon request.
  • Monthly, the contractor shall recommend measures, validate existing business processes, systems, processes, and procedures to the Suicide Prevention Program Manager to increase efficiencies within the SP Program.
  • Analyze and make recommendations for best practice/practical implementation, aggregate State data, evaluate and make further recommendations on suicide trends, research and studies and other applicable Army and NG policies and guidance, which support Government SP initiatives and provide best practices and recommended changes to reduce high risk behavior and subsequent suicides.
  • Present trend analysis, best practices, and recommendations at
  • Prevention Councils and or similar governance body.
  • Weekly, the contractor provide ANG Suicide Prevention Personnel with data and metrics related to ANG Suicide Events.
  • Monthly, the contractor shall coordinate and lead sync meetings with ANG Suicide Prevention personnel to ensure alignment of data.
  • Prepare an information brief and participate in the below meetings with appropriate Governmental and non-governmental agencies that support risk reduction and SP efforts.
  • Evaluate SAP prevention training and delivery at all state, territories, and District of Columbia.
  • Develop recommendations for implementation of suicide prevention, SAP, and resiliency training to optimize training outcomes.
  • Develop an annual report of suicide prevention, and SAP training, delivery methods, and outcomes of training.
  • Evaluate trainings conducted and provide best practices for instructors.
  • Shall provide quarterly reports of suicide prevention, and SAP trends of individual, interpersonal, and organizational risks, and present protective factors.
  • Provide annual review of suicide prevention and SAP training at the state, territory, and District of Columbia and provide written report on prevention training implementation and findings to NGB Division leadership.
  • Shall develop recommendations for corrective action(s) to achieve efficient and effective suicide prevention trainings.
  • Shall coordinate all developed training materials and locations for training across national States, Territories, and District of Columbia.
  • Provide a comprehensive plan to develop and pilot additional suicide prevention and SAP training.
  • Shall coordinate training pilots before national level implementation to survey outcomes.
  • Develop, implement, and execute suicide prevention and SAP training to state level risk reduction support and state suicide prevention support.
  • Develop quarterly briefings to provide a status to national leadership on evaluation of current Army and Air training.
  • Liaise with the Suicide Prevention and Substance Abuse Program Manager and applicable staff as needed to provide information, coordinate training, and address concerns related to Suicide Prevention and SAP trainings or the development of.
  • Perform other duties as assigned.
Qualifications:

Necessary Skills and Knowledge:

  • Demonstrated instructing and briefing skills, with the ability to adapt to executive-level audiences.
  • Highly proficient in Microsoft Excel and metric development.
  • Strong organizational and project management skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.

Minimum Qualifications:

  • Master’s Degree in a related field, or Bachelor’s Degree in a related field.
  • Minimum four years of practical experience in substance abuse prevention, suicide prevention, resilience, and program/case management.
  • Level 1 Master Resilience Trainer (MRT) certification within 6 months of employment.
  • Ability to pass a background check and eligible to obtain a Contractor Common Access Card (CAC).

Preferred Qualifications:

  • Experience in substance abuse and suicide prevention programs.
  • Previous experience working with the National Guard or similar organizations.
  • Advanced certifications or training in related fields.
