Description

Purpose of Classification:

 

The purpose of this classification is to provide program planning, development, management, evaluation and day-to-day operation of Center based Head Start and Early Head Start services.

 

Essential Functions:

 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

 

Plans, formulates, coordinates and implements Early/Head Start services consistent with the overall mission of Step Forward programs; ensures corrective action plans in response to on-going monitoring of Center Based programs; and develops systems and procedures to ensure implementation of program services.

 

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

 

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

 

Assists in the preparation of grant applications by providing information and input in order to ensure resources needed to deliver non-contracted Early Head Start and Head Start program; interfaces with other Program Managers to ensure and integrated service delivery system; serves as a member of the Vice President management team for Children and Families and acts on behalf of the Vice President when absent.

 

Attends and participates in meetings, special events, conferences, seminars and workshops; represents agency management and speaks in public forums to promote Step Forward’s mission and objectives of the Community Services Department and its programs.

 

Additional Functions:

 

Performs other related duties as required.   

 

Minimum Qualifications: 

 

Master’s Degree in Early Childhood Education, Social Services or a related field required; supplemented by three years of work experience including Lead or Supervisory experience preferably in a large social services organization or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
