Duties
Serves as the MCCS technical policy expert for the following major human resources (HR) functional areas: recruitment and placement, position classification, employee/labor relations, performance evaluation, suitability, and compensation. Develops, coordinates and issues approved requirements, procedures, plans and policies for Marine Corps NAF wide implementation. Leads the development, coordination, and issuance of comprehensive HR policies, procedures, plans, and system-wide requirements for Marine Corps-wide NAF implementation. Incorporates innovative business process reengineering techniques and applies full spectrum change management principles, including strategic planning and workforce development methodologies. Implements artificial intelligence (AI)-based HR technologies and tools in accordance with Department of Defense (DoD) and Department of the Navy (DoN) policy guidance to streamline and modernize HR processes and service delivery. Provides technical advice to HR Specialists within Headquarters Business and Support Services and Marine & Family Programs Divisions as well as to HR specialists at Marine Corps NAF field commands. Resolves difficult and unusual problems related to the designated functional HR areas. Develops appropriate interventions for management on significant HR issues and concerns. Interprets complex legislative, regulatory, and policy guidance to prepare recommendations to management. Provides guidance to field commands on policies, practices, and procedures. Ensures Marine Corps NAF wide position classification accuracy and consistency in interpretation and application of position classification standards. Represents Marine Corps NAF with DoN and DoD in development of higher-level policies. Reviews and analyzes results of congressional committees, legislation, regulatory changes, case decisions, and higher-level directives to determine their impact on Marine Corps NAF elements. Partners with the Services on both routine and complex HR matters. Maintains current knowledge of public and private sector HR practices and procedures, to ensure that best industry practices are incorporated into Marine Corps NAF personnel policy. Develops policy interpretation and guidance material for promulgation to field commands. Develops training and briefing materials for managers, HR specialists, and Headquarters Marine Corps and higher-level officials, or input into legislative proceedings. Supervises full performance Human Resources Specialists to include: conducting interviews and recommending selections, assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing HR actions, administering disciplinary actions, resolving employee relations issues, recommending awards and recognition, updating and certifying position descriptions, establishing standards of performance, completing and conducting performance reviews, certifying time worked, training and developing employees, and staying informed of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action. Ensures effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. Assures uniform application of administrative and operational policies, practices and procedures, coordination of designated responsibilities, and resolution of problems related to accomplishment of work. Acts as the Chief of Human Capital Officer as required.

Bachelor's Degree in Human Resources Management or a related field appropriate to the work of the position AND four years of managerial experience that demonstrates possession of the ability to use judgment and originality to: analyze and resolve complex and controversial human resources problems, prepare modification and adaptation of guidelines and apply innovative approaches for unique situations, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Skill to provide expert advisory service and/or authoritative policy interpretations on Marine Corps NAF-wide issues. Ability to use discretion and judgment in making decisions; plan, organize and implement new or improved procedures and work methods or objectives; communicate effectively to a wide variety of audiences, including General Officers, and senior civilians at DoN and DoD level. Ability to translate HR business processes into information system requirements. Must have demonstrated skill to supervise employees.
