So, what will the Senior Capability Assessments, Experimentation & Future Requirements Analyst at Terrestris do?

As the Senior Capability Assessments, Experimentation & Future Requirements Analyst you will provide high-level analytical and technical support to the U.S. Navy’s Surface and Mine Warfighting Development Center (SMWDC) HQ. This role focuses on capability development, warfighting gap analysis, requirements generation, and support to fleet experimentation and future warfare initiatives aligned with SMWDC’s mission to advance lethality and tactical proficiency of the Surface Force.

What does a typical day look like for the Senior Capability Assessments, Experimentation & Future Requirements Analyst?

You will:

  • Support SMWDC HQ, FFC, CPF, CNSF and OPNAV incapability assessments across all SMWDC-owned mission area capabilities.
  • Support, assist, review and make 16 recommendations toensure all requirements are anticipated and scope enables program execution.
  • Develop issue papers supporting future requirements toimprove advanced training by conducting assessment of investments that comparesPOM requirements to actual execution and delivery in the applicable budgetyear.
  • Develop plans and programs that will improve warfighting performance and readiness of the surface forces and integrate thoserequirements into the SWTC, IPCL, FTW, SURFRG, and other formal budgetingplans.
  • Review, comment, and draft Fleet Warfighting Conceptsof Operation (CONOPS), Concepts of Employment (CONEMP), and other operationalrequirements documents. For example, Fleet CONOPS, Tactic, Techniques, andProcedures (TPP), Tactical Bulletins (TACBULS), Trainer Requirements Documents(TRD), Fleet Commander and Force Commander Instructions, etc.
  • Evaluate, assess and monitor unit-level mission areareadiness and operational capability through direct observation or indirectanalysis of performance metrics to support units’ preparation for, andcompletion of the advanced training phase.
  • Evaluate, assess and monitor Navy Component Commander(NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander(JFMCC), and/or Commander Task Force (CTF) staff mission area readiness andoperational capability through direct observation or indirect analysis ofperformance metrics when required/requested by higher headquarters duringaccomplishment of the surface forces’ advanced training phase.
  • Contribute, support and assist in the FleetCollaborative Team (FCT) to provide detailed technical and tacticalrecommendations to support the process and products of the Warfare ImprovementProgram (WIP) and the development of the SMWDC IPCLs.
  • Conduct analysis of Fleet Wholeness trends andprojects. Work in coordination with Fleet offices to identify operationalrequirements and in cooperation with Fleet Training agents and program resourcesponsors to determine improvements necessary to meet Fleet Wholeness andreadiness objectives.
  • Monitor trends in operational proficiency andtraining/readiness shortfalls to determine where Force Wholeness and readinessimprovements are needed/required.
  • Source trends from SWATT performance results, postevent data analysis working groups, DRRS, event observations, Fleet input, andother programs.
  • Compile, analyze, and consolidate technicalinformation into clear, understandable documentation; support analysis ofprogrammatic performance metrics.
  • Conduct assessment of current IAMD, SUW, ASW, AMW, andMIW systems and develop tools to refine existing activities.
  • Develop, contribute, support, assist, review andmonitor inputs to the Fleet Experimentation (FLEX) program in order to test newtechnologies, conduct risk reduction measures, and refine tactical guidance asrequired by OPNAV, FFC, CPF, CNSF, and other higher headquarters.
  • Produce detailed analysis reports that accuratelydisplay the metrics and provide recommended solution for any new technologies.
  • Support, assist, review and monitor Technical andModernization Working Groups, Knowledge sharing networks, SURFRG WorkingGroups, and Surface Warfare Enterprise initiatives.
  • Prepare reports, summaries, observations and decisionspoints and to document organizations assigned action and responsibilities.
  • Provide analytical and technical analysis for impactstudies, operational cost/benefit analysis, dependency models, and projecttracking that support capability assessments, experimentation and futurerequirements tasks.
  • Provide expertise in program planning and riskidentification, recommend management and mitigation activities.
  • Support Fiscal Year data calls, with specific emphasison Program Objective Memorandum (POM) Department of Navy (DON), and PresidentsBudget activities.
  • Evaluate and provide feedback on surface force missionarea continuums (AMW, IAMD, MIW, Surface ASW, SUW) annually prior to POMsubmission in support of updating the POM issues.
  • Draft white papers, issue papers, concept papers,impact statements, technical reports, meeting summaries, or other material thatdocument results meetings or analyses, and/or pertinent issues relating toSMWDC Planning or capability activities.

What qualifications do you look for?

You might be the professional we’re looking for if you have:

  • Authorization to work in the U.S. permanently without sponsorship.
  • An Active Secret Clearance.
  • A Bachelor’s degree in Defense Studies, Systems Engineering,Political Science, Military History, or a related field; Master’s degree preferred.
  • A minimum of (15) years of recent experience as a Qualified SWO.
  • A minimum of (5) years of recent experience in technical writing,writing Project Objective Memorandum (POM) issue papers, dualies, CONOPS,CONEMPS, or similar documents.
  • Knowledge of and/or experience with the U.S. Fleet ForcesWarfighting Improvement Process (WIP).
  • Experience within the last (8) years on the OPNAV Staff in the N8or N9 branch, or equivalent.
  • Knowledge of and/or experience with the DoD Acquisition process.
  • A minimum of (5) years of recent experience with and proficiency inAdobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word,Teams, Outlook, Sharepoint).

We are extra impressed by folks with:

  • Experience supporting SMWDC, NWDC, OPNAV N9/N7/N8, or related Navywarfare development organizations.
  • Prior military service, especially in surface warfare or warfaredevelopment communities.
  • Familiarity with naval operational planning, CONOPS development,or campaign-level analysis.
  • Experience using wargaming and modeling/simulation tools forcapability assessment.
