About the Department

Target Entry Range: $33.07/hr. - $36.46/hr.

THIS RECRUITMENT IS FOR A PART-TIME PERMANENT POSITION.  

The City of Clearwater has a need for part-time employees to supplement our full-time workforce. These part-time employees are invaluable in meeting the mission of the agency.

  • Hours are anticipated to be 40 hours per week or less.
  • Part – time position that receives no-compensation for a minimum of six (6) weeks per fiscal year (employee does not work regularly scheduled hours/shifts during this no-compensation period).
  • Will be eligible for medical coverage; not pension eligible.
  • Positions are renewed annual for continued suitability and are not a guaranteed from year to year.
  • General police work in the protection of life and property, enforcement of laws and ordinances, and the prevention of crime.

Employees perform duties in accordance with departmental rules and regulations and in consonance with existing laws and ordinances.  Work is performed under the supervision of superior officers through assignment of duties, personal inspection, and review of reports.  While at all times recognizing the social aspects of police functions in dealing with the public, officers must be able to act quickly and exercise sound judgment and discretion in situations involving police powers without immediate supervision. Police Safety Officers are required to complete a probationary period of one year.

 

Position Duties

Controls and regulates traffic; issues traffic warnings and summonses; and investigates traffic accidents and makes appropriate charges.  Investigates suspicious conditions, individuals, and incidents observed.  Makes arrests and accompanies prisoners to station for booking.  Responds to emergency situations such as fires, riots, and other disturbances to render assistance and maintain order.  Prepares reports on complaints, accidents, and other incidents investigated.  May serve as desk officer, receiving calls and providing customer service in regard to internal and external requests.  May be assigned to investigative duty in plain clothes.  Testifies in court.  Gives information and assistance to the public.  May serve as a radio dispatcher or perform other duties as assigned by appropriate supervisory personnel. 

Operational  Support Officer :

The Operational Support Officer serves to supplement general and specialized police work as needed. The role is to compliment regular officers by providing additional resources, performing routine or specialized duties, and assisting during emergencies. Performing general law enforcement work in order to preserve public peace, protect lives, property, and rights of the public; to enforce statutory law and municipal ordinances; to deter crime; and to respond to calls for law enforcement assistance. Hours and duties may vary from week to week dependent on the operational needs of the Department.  

School Safety Officer:

Serves as a law enforcement officer at an assigned public or charter school, conducting routine patrols of assigned facility to include building, parking lots, and associated properties. Conducts investigations of incidents, criminal and otherwise, which occur on campus, areas frequented by students, and school bus stops Files police reports, makes arrests, collects evidence, appears in court, transports prisoners, and performs all other police tasks in the investigation of campus incidents.  Monitors traffic and parking conditions on campus, directs and controls traffic, and takes enforcement action as necessary.  Prepares and submits activity reports as required by the police department or the school board.  Assists other law enforcement agencies with incidents involving local criminal activity that may impact the safety of the environment for students and staff. 

Acts as a resource to prevent juvenile delinquency and truancy, provides individual counseling to students, teachers, and parents, and makes referrals to social service agencies as necessary.  Makes presentations to P.T.A groups, and civic associations. Provides classroom presentations on crime prevention, law enforcement related topics, de-escalation techniques, and conflict resolution to students and staff.  Provides instructions and directions to others as it pertains to law enforcement matters and emergency situations. Attends school related activities as directed, such as: athletic events, meetings of youth groups, homecoming events, etc.

Acts as a liaison between the school and the police department on problems and projects of common interest. Maintains positive working relationships with teachers and school officials.  Assists school administrators in the enforcement of school rules and the general maintenance of order on campus. Conducts themselves in conformance with School Board policies and procedures, Florida Statues, and the contract between the School Board and the police department, so long as they do not conflict with the policies and procedures of the police department. 

Proactively works with the school's leadership team and collaborates with school's administrative team in site/school risk assessment activities. Participates in a school-based Threat Assessment Team.  Facilitates, or assists in facilitating, monthly emergency preparedness drills and/or annual training in conjunction with the School Board.  

Minimum Qualifications

High School graduation, High School Equivalency Diploma, or G.E.D. Certificate.  Graduation from a certified Florida Police Academy with a certificate of completion, and (effective 7/1/93) successful completion of the State Certification Exam.  Must meet all FDLE requirements.

Must meet all of the selection standards listed above AND have at least ONE of the following qualifying education or life experiences:

 

  1. You have earned at least an Associate's Degree from an accredited college or university; OR
  2. You have earned at least 60 semester hours of college credits from an accredited college or university. OR
  3. You have received an Honorable Discharge for active duty in one of the armed services, having successfully completed a regular enlistment of at least 3 years without early separation; OR
  4. You are currently certified as a Florida Law Enforcement in the State of Florida, having successfully completed two years of service - not counting academy attendance; OR
  5. You are currently certified as a Law Enforcement Officer in another state, the military, or a federal law enforcement agency - meeting all requirements of a CJST Equivalency of Training (EOT) review, including having successfully completed two years of employment as a full-time law enforcement officer - not counting academy attendance.

Other Qualifications

Must be able to work flexible hours, evenings and staggered shifts, holidays and weekends and/or in emergency situations and to direct traffic/pedestrians crossing busy streets when necessary; ability to investigate suspicious circumstances, persons, vehicles, etc.

Required to work overtime including evenings, weekends, athletic and special events as assigned by the Chief to provide maximum security coverage; must be able to work in inclement weather and able to walk, run, climb, crawl or sit for extended periods of time.

Must be able to demonstrate the ability to apply critical thinking skills in rendering solutions to various issues that arise; must be able to effectively communicate with both public and school personnel; extensive communications (verbal and written) with students, staff and internal/external stakeholders is required; will be responsible for managing behavior of victims, witnesses and others when handling or responding to incidents; requires the use of sound judgment; ability to work with youth and adults; ability to teach mini-courses to youth and adults.

Ability to understand and follow oral and written instructions.

Ability to develop skill in the use and care of firearms and in the operation of motor vehicles.

Ability to remain calm and react quickly in emergencies.

Ability to meet requirements of health, physical and/or mental condition as set up by the Police and Human Resources Departments.

Knowledge of Florida Criminal and Traffic Code, City and County Ordinances, Criminal Procedures, Juvenile Law and court proceedings.

Some knowledge of first aid.

Required proficiency in Microsoft Office, Outlook, and other office equipment such as incident reporting software, fax, copiers, and scanners.

Regular attendance is required for this position.
