Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.  

 

Role Overview

This role is responsible for reviewing engineering designs to determine compliance with 327 IAC 19, Confined Feeding, 329 IAC 11.5, Biomass Facilities and other solid waste rules. The engineering designs include manure storage structures and solid waste management systems. Site visits are also necessary to ensure that they meet State of Indiana's rules. To succeed in this role, the ideal candidate should have a fundamental knowledge of engineering; a passion to protect human health and the environment, and effective writing skills. This is an office position with occasional site visits. A license to practice engineering is preferred but not required. An Indiana driver's license is required.    

This position will serve as a technical expert in the Engineering Section in the Permits Branch for confined feeding operations and solid waste management, and is responsible for performing a variety of complex engineering functions. Incumbent possesses broad scientific knowledge, including advanced expertise in engineering and its related disciplines, synthesizing new concepts for the development and management of program objectives. New legislative mandates and new scientific standards calling for new or improved methods are independently researched and developed to redefine or to advance program objectives without precedent or existing guidelines. Assignments are often planned with the supervisor.  Assignments can include the implementation of new federal or state directives, agency strategic plans, and oversight of program development. Duties will frequently involve public outreach and inter-agency meetings to negotiate cooperative agreements on engineering and technical policies or the resolution of disputes.  This position reports to an Environmental Engineer Supervisor.


Salary Statement

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Manages confined feeding operations or solid waste management programs by providing technical and engineering expertise to municipalities, industry plant officials, engineering consultants, contractors, staff and public to ensure compliance with state and federal rules, regulations, laws and agency policies
  • Determines engineering and technical impact of regulations on the environment and on other programs and proposes revisions to existing regulations or formulation of new regulations, and provides engineering expertise in rule development
  • Serves as agency engineering representative to cross-media, interagency, interstate and regional task-forces, committees and workgroups
  • Presents and/or negotiates proposed engineering policies and program implementation to local, state and federal administrators, regulated community and the public
  • Acts as liaison with federal agencies to interpret engineering and technical revisions in federal regulations, and develops and implements appropriate changes in state rules and policies
  • Evaluates complex plans and specifications for storage, treatment and disposal facilities, provides comments, recommends approval/denial of construction / operation / closure / post-closure / remedial action permits according to existing and proposed federal and state laws and regulations; develops construction or treatment process alternatives to improve compliance to regulations
  • Evaluates complex permit applications, prepares comments and draft permits, conducts studies to support issuance/reissuance of permits, funding action for landfills or solid and hazardous waste or confined feeding operations, water and air pollution control systems construction or modifications
  • Reviews complex solid and hazardous waste landfills, surface impoundments, storage and treatment facilities during construction and operation
  • Serves as representative of management in the technical formulation of rules and regulations, and provides comments on behalf of the agency
  • Acts as agency representative in troubleshooting particularly difficult projects or issues and problems including on-site visits with the responsible parties, identification of problems, research of literature, consulting with staff and determining the course of action to correct problems

What You'll Need for Success:

  • Knowledge and skill typically acquired through a baccalaureate degree in accredited engineering field in areas of environmental, sanitary, civil/geotechnical, chemical or a related area, plus graduate education or considerable related work experience;  graduate degree may or license to practice engineering in Indiana may substitute some related work experience
  • Thorough knowledge of the full range of engineering, technical and scientific principles and practices including varied concepts, theories, sound engineering principles and practices, and research techniques
  • Thorough knowledge of and ability to interpret and apply all applicable federal and state laws, environmental regulations, acts and guidelines
  • Broad knowledge of the principles of related disciplines and their relationships to engineering, technology and science
  • Thorough knowledge of permit process with emphasis on determining acceptability and compliance or corrective actions required for these purposes
  • Specialized knowledge of legal and court procedures for collection of evidence
  • Specialized knowledge of programming computer software for engineering research and analysis
  • Ability to write narrative reports and prepare effective presentations
  • Ability to use engineering and geotechnical expertise in developing and proposing new policies, procedures and guidance to improve the section’s and branch’s engineering programs
  • Ability to assimilate and integrate knowledge and information related to engineering, technological and the related disciplines of biology, chemistry, physics and the principles of geology and hydrogeology and environmental protection to specific situations
  • Ability to conduct intensive literature surveys, inspections, research for engineering, geotechnical and scientific advancement of the program and to determine resolutions and new approaches to various engineering and geotechnical problems, many of which are unprecedented
  • Ability to provide leadership to staff to achieve accessible solutions to individual situations
  • Ability to communicate, both orally and in writing, complex, technical and engineering concepts, in individual and group situations, in order to discuss and review highly technical information.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
