Geodesicx, Inc. is looking for a Program Manager to join our team in the Quantico/Stafford, VA area. The ideal candidate can provide expert level acquisition/program management support to the ground Global Positioning System (GPS)/Assured Positioning, Navigation and Timing (A-PNT) Modernization efforts managed by Marine Corps Systems Command and their technical team at Naval Information Warfare Center Atlantic.
Work Location:
- USMC or NIWC Atlantic facility located in the Quantico/Stafford, VA vicinity.
- Limited telework only authorized on case-by-case basis.
Major Duties:
- Develop/author program and acquisition documentation and briefs required to meet program milestones/decision points.
- Work as an active member on multiple integrated product teams (IPTs) and working groups to collaborate and resolve issues, develop products, and formulate recommendations for leadership in many functional and technical areas such as user requirements, market research and contracting, system development/engineering (to include platform integration and client system interoperability activities), test and evaluation, procurement, production, system delivery, and sustainment.
- Use established methodologies to conduct research, and to conduct analytic assessments to gain and formalize information for program / project initiatives
- Develop contractual documents (i.e., SOWs, RFP sections, CDRLs, etc.) and review vendor deliverables, products, and services against established metrics for compliance and performance.
- Assist in the development of ROM cost estimates/assessments, LCCEs, and IGCEs.
- Assist in the planning, development and execution of budget requests, obligation and execution tracking, and spend plan development.
- Assist program leadership and stakeholders in identifying and implementing process improvement initiatives and problem-solving actions.
- Support team leadership in gaining consensus from senior leadership and stakeholders on solutions and issues that may conflict with existing policies and regulations.
- Gather and apply data to determine, update, and maintain credible and relevant metrics in support of program objectives and decision points.
- Develop briefs to convey information, interpret data, and request decisions; assist in coordinating, scheduling, and executing briefs
- Apply and lead others in applying organizational and Industry Standards for Program Management methods and models in supporting acquisition programs and initiatives.
Develop and execute program acquisition plans, risk management plans and Integrated Master Schedules to track, manage and report cost, schedule, performance and risk constraints to program personnel and leadership.
Knowledge, Skills and Abilities:
- Demonstrated knowledge and experience of the Defense Acquisition Management System, associated processes, key activities, documentation requirements, and milestone events associated supporting and/or managing a program or project throughout each phase of the acquisition life cycle.
- Experience and ability to achieve program goals and objectives through interaction and coordination in a team environment.
- Experience in developing and using metrics to support the assessment and management of acquisition programs/initiatives.
- Demonstrated ability to communicate effectively in writing and orally to include experience developing comprehensive reports and discussing inputs/results and defending ideas/position.
- Knowledge and experience in conducting research, evaluating data, and providing recommendations. Possesses strong analytical and problem-solving skills in developing comprehensive risk registers, issue logs, and opportunity assessments, incorporating quantitative and qualitative data to inform proactive mitigation to leadership.
- Knowledge and experience in cost estimating techniques and with the DOD Planning, Programming, Budgeting and Execution (PPBE) process. Ability to assess and analyze projected program activities, future staffing requirements, and budget realities against trends and potential challenges that must be addressed to ensure the accomplished of short- and long-term goals.
- Ability and experience in leading/operating in highly dynamic and very complex business environments involving multiple products / projects, locations, and operating units.
- Knowledge and experience in using project planning/tracking tools that can assist a team in researching, developing, evaluating, integrating, implementing, modifying and tracking cost, schedule, performance tasks and risks associated with complex programs.
- Skilled experience assessing and adapting to external influences / impacts from sponsors, customers (users), policy, other agencies.
- Ability to exercise leadership and promote diversified team building.
- Ability to articulate facts and ideas in a convincing manner, negotiate with internal and external stakeholders, and advise management on complex issues for decision making.
- Ability to exercise critical thinking and independent judgment dealing with urgency factors, changing requirement priorities, and constraints.
Minimum Prerequisites:
- College Graduate with preferably a Bachelor of Science (BS) degree in a science, math, technology, or engineering domain OR have at least 12 years in a relevant programmatic field.
- At least 4 years of active duty in the Armed Forces with operational experience in the employment of personnel, ground platforms, C4ISR/EW systems, weapons/fire control systems, and/or guided munitions that rely, in part, on GPS data to perform their missions.
- Possess at least a DAWIA Level 2 Certification in Program Management or Engineering & Technical Management with at least 8 years of practical experience managing or supporting ACAT I, II, III, or Abbreviated Acquisition Programs (AAPs).
- Currently possess or have recently held a Secret Security Clearance, and be eligible for TS / SCI.
- Able to lift equipment and boxes weighing up to 50 lbs.
- Highly adaptable and able to thrive in dynamic environments, demonstrating a proven ability to embrace change, pivot program objectives effectively, and maintain project momentum amidst evolving priorities.
