The Lead Vehicle and Equipment Mechanic position is a full-time, skilled position in the Vehicle and Equipment Mechanic class series. Work is performed under the general direction of the General Services Superintendent to inspect, diagnose, maintain, and repair automotive, construction, and other power-driven equipment and to do related work as required. Work assignments may include heavy physical and manual labor as well as administrative duties requiring a degree of proficiency with computers and fleet management concepts and techniques. Administrative duties in the shop include ordering parts, and supplies, obtaining and reviewing estimates for service, budget management, tracking repairs and equipment, preparing reports, and managing regulatory permitting procedures associated with the shop. Work is typically performed in a vehicle maintenance shop environment. 

Position Duties

  • Inspects, diagnoses, and locates mechanical difficulties on City vehicles, trucks, emergency equipment, heavy construction equipment, and other power-driven equipment.
  • Determines the extent of necessary repairs and determines the most efficient and cost-effective solution.
  • Performs mechanical, electrical, hydraulic and related repairs on a wide variety of vehicles and equipment including passenger cars, patrol vehicles, buses, heavy construction equipment, and power tools.
  • Manages and tracks preventative maintenance programs using industry standard software and techniques.
  • Creates, processes and tracks repair orders.
  • Performs some welding, fabrication, and metal cutting.
  • Maintains work, time, materials records.
  • Maintains fuel and equipment use records using a computer preventative maintenance program.
  • Makes field and emergency repairs.
  • Conducts required DOT and other safety inspections.
  • File and provide reports to ARB, AQMD, and other various agencies for compliance.
  • Oversee safety and OSHA compliance of all vehicles and repair shop equipment.
  • Performs shop clean-up and keeps the work area in a clean and orderly condition.
  • Performs shop administrative duties including and not limited to managing the shop budget, obtaining quotes for service or repair, maintaining safety records, managing records associated with the City’s vehicle fleet.
  • Serves as the City’s certified class B licensed trainer.
  • Consults and coordinates with division personnel on vehicle and equipment needs and procurement.
  • Knowledge of Hybrid and electric vehicles, including safe practices for repair.

Minimum Qualifications

Knowledge of:

  • Safe work practices, work safety programs and procedures.
  • Methods, tools, and equipment used in vehicle and public works equipment maintenance and repair activities.
  • Operation and care of internal combustion engines and their components.
  • Principles of fleet tracking and management.
  • Use and care of repair facility tools and equipment.
  • Basic welding and metal fabrication methods and procedures.
  • California highway patrol and department of motor vehicle regulations for heavy equipment, fleet, and commercial carrier maintenance.
  • Onboard computers and diagnostic tools.
Ability to:
  • Inspect automotive, emergency, and public works equipment to locate mechanical defects.
  • Diagnose mechanical problems and determine corrective procedures.
  • Perform repair work on diesel engines and hydraulic systems.
  • Skillfully use a variety of hand and power tools in equipment inspection, testing, and repair work.
  • Estimate time and materials needed for repair work.
  • Interpret sketches and diagrams related to vehicle and equipment maintenance and repair.
  • Work with care and safety.
  • Maintain accurate records including use of specialty fleet tracking systems and commonly used software: Outlook, Microsoft Word and Excel)
  • Learn and follow the organization, procedures, and operating details of the Public Works Department.
  • Perform a wide variety of operations, inspection, maintenance, and repair work on the City's automotive, emergency, and public works equipment.
  • Skillfully operate heavy equipment.
  • Follow oral and written directions and maintain records.
  • Perform strenuous activities and heavy physical labor.
  • Establish and maintain effective working relationships, including good public relations with people contacted during work assignments.
  • Communicate effectively with others, both orally and in writing, using both technical and non-technical language.
  • Understand and follow oral and/or written instructions, policies and procedures.
  • Prepare and present accurate and reliable reports containing findings and recommendations.
  • Operate or quickly learn to operate a personal computer using software applications appropriate to assigned tasks; as applicable.
  • Use logical thinking and creative thought processes to develop solutions according to written directions or oral instructions.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under pressure of deadlines and changing priorities.
  • Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Act with integrity, ingenuity and inventiveness in the performance of assigned tasks.

Other Qualifications

  • High School diploma or GED required.
  • See job duties and qualifications above – any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the requisite knowledge and abilities would be a minimum of five (5) years of responsible, related work experience in fleet vehicle and equipment maintenance, with some supervisory, budget management, and administrative and fleet management experience.
