Overview:

The Child Placement Agency (CPA) Program Director is responsible for the overall administration, operations, management of services and compliance for the assigned branch office. The Program Director ensures that children are receiving services outlined in their treatment plan and in accordance with their assigned service package. This position will supervise all child placement staff positions and ensures appropriate workload assignment and oversight.

  • Participate in home study panels for new foster families and assign case management staff to homes and clients.
  • Ensure new-hire and annual training completion for child placement staff.
  • Conduct monthly supervision with child placement staff to review case progress, compliance to standards, continued stay guidelines and ensuring recommendations from professional service providers are met.
  • Assign and monitor caseload sizes for appropriate service delivery.
  • Review and approve child placement staff home visit notes, treatment plans, quarterly supervisory visits, foster parent corrective action plans, and discharge summaries for youth.
  • Ensure continued stay guidelines are met for each youth’s service package and sent to DFPS or SSCC partners.
  • Review foster parent billing statements to validate foster parent reimbursement on monthly basis.
  • Responsible for being the after-hours supervisor for client and family emergencies.
  • Participate in the retention and maintenance of foster/adoptive families.
  • Assist in coordinating respite for foster/adoptive families and ensuring proper respite billing is completed.
  • Assist the local office in coordination of special events.
  • Help resolve disputes between the foster/adoptive parent, Arrow and/or referral source. • Collaborate with Residential Child Care Licensing and DFPS investigations on requested paperwork and access to client or family records.
  • Participate in Administrative Reviews as needed.
  • Serve as primary Child Placing Management staff at branch office and coordinates subsequent moves and authorizes final placement.
  • Responsible for overall compliance of foster/adoptive families and child files with regulatory standards.
  • Conduct internal audits according to agency quality assurance standards.
  • Participate in and accommodate external auditors along with providing necessary correction when required.
  • Conduct annual evaluations of assigned staff members.
  • Participate in hiring and termination processes for child placement staff.
  • Act as office leadership and agency liaison and supporting a healthy office culture.
  • Perform all duties within contract, state and federal regulations, company policy, and regulatory agency standards.
  • May be required to drive vehicles, be insurable with our auto insurance provider, and complete company vehicle training.
Qualifications:

Bachelor’s Degree from accredited college or university required for Texas programs. Required to be a LCPAA or be eligible in 1-year for Texas programs. At least 3-5 years of experience working with children in the child welfare industry and 2-3 years of progressive supervisory and administrative experience. Must be eligible for or hold valid Child Placing Management Staff status according to State specific standards is preferred.
