This professional will play a key role in assisting the City to establish its goal in becoming the Premier Community of the Inland Empire. 


Our team seeks to work with enthusiastic individuals who will provide unique perspectives in finding innovative solutions to complex administrative and human resources/risk management issues. The Workers' Compensation and Safety Supervisor position provides Risk Management professionals with the opportunity to plan and coordinate services related to health and safety, workers' compensation, and general liability in support of the City's goal to be the employer of choice and while providing supervision and coaching to assigned staff. This position is assigned to the Risk Management Division and works alongside several areas of Human Resources including labor relations, benefits, and class & compensation.  Projects and assignments will include managing the City's Workers' Compensation program and collaborating with the City's new third-party administrator, Athens. Additionally, the position will oversee the City's safety and training program. 


The ideal candidate will possess outstanding analytical and supervisory skills with the drive to continuously assess and improve the efficiency and effectiveness of services provided; have the innate ability to take initiative and prioritize multiple conflicting demands in a high-pressure environment; demonstrate support for team efforts by readily accepting a variety of tasks, responsibilities, training opportunities, and going the "extra mile." This candidate will also have exceptional communication and interpersonal skills along with being resourceful and adaptable while demonstrating problem solving skills leading to sound judgement and quality decisions. The successful candidate will be passionate about the field of Risk Management/Human Resources and will embody the Department's mission and vision as well as the qualities of a "Five Tool Player" - Leader, Thinker, Communicator, Operator and Public Servant - and the principles of the City's Customer Service Philosophy – Empathy, Respect, and Problem Solving.


The following procedures will apply:

  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes. 
  • The hiring department has the discretion to consider internal applicants on the Eligibility List prior to considering external candidates on the Eligibility List.

Position Duties

The essential functions typically performed by the Workers' Compensation and Safety Supervisor include the following:

  • Plans, supervises, and directs the work of staff including work assignment, employee selection, performance evaluations, employee development and disciplinary action.  
  • Researches issues, prepares statistics, and provides analysis and recommendations related to workers compensation claims and general liability claims and other Risk Management programs.
  • Performs professional-level support and analysis in coordinating and performing functions of the City’s Risk Management programs including but not limited to workers’ compensation, claims management, certificate of insurance review, insurance and risk assessment, loss prevention, safety programs, department of transportation (DOT), employer pull notice (EPN) program, and related work as necessary.
  • Researches and assesses claims related to the City's third-party administrator including tracking and recommending alternative solutions to claims.
  • Conducts and assesses safety inspections, investigations and provides recommendations including following Occupational Safety and Health Act (OSHA) regulation requirements.
  • Provides daily monitoring of workers' compensation claims and liability claims, including interaction with claimants and the claims team from the City’s Third-Party Administrator.
  • Reviews and authorizes recommended case management strategies.
  • Conducts periodic Interactive Process Meetings with employees to monitor their progress and their ability to return to work.
  • Oversees claims management and interacts with management personnel in various City departments regarding injured employees and modified duty programs.
  • Administers disability retirement documents for processing to be submitted for further review and approval from CalPERS.
  • Monitors workers' compensation claims for trends and potential workplace practice changes and reports such to management personnel.
  • Coordinates workers' compensation temporary disability payments with Payroll and the City’s Third-Party Administrator.
  •  Reports incidents to Cal/OSHA as required by law.
  • Leads monthly meetings to review outstanding claims.
  • Assists in the development of various Risk Management programs including workers' compensation, safety, certificates of insurances, litigation, liability and subrogation, DMV and DOT.
  • Assists with the development of Standard Operation Procedures.  
  • Performs related duties as assigned.

Minimum Qualifications

Education 
 

Bachelor's degree from an accredited college or university in Human Resources Management, Risk Management, Organizational Development, Public Administration, Business Administration, or a related field.

Experience 
    
Four years of increasingly responsible professional experience in a variety of areas related to Human Resources Administration or Risk Management.
 

Desirable 

Supervisory experience preferred. Previous work experience with a government agency is highly desirable. Previous experience with workers' compensation claims management. 


License 
  
A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.
