About the Colorado Department of Local Affairs

The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

Position Duties

Guided by the mission of DOLA and working within the Executive Director’s Office, the Department’s Controller provides leadership and oversight for the overall objective of the Accounting and Financial Services (AFS) unit to provide a comprehensive, systematic, and unified approach to financial management, consistent with Department goals.  This work includes: developing and implementing accounting systems and subsystems that serve the financial activities of the department and satisfy the requirements of the State; directing the production and preparation of financial information useful to department management; working with the Budget Manager in the preparation of the Department’s annual budget; assisting with internal audits; coordinating contract process and procedures for grant administration, and participating in the Chief Financial Officer’s management team.


Specific duties and responsibilities include, but are not limited to: 

Financial Oversight and Administration
This position will provide professional direction for the accounting and financial services functions of the Department by formulating and implementing policies and procedures of a financial nature within generally accepted accounting principles and standards, state statutes, fiscal rules, and federal guidelines; interacting with management to determine and meet the financial management needs of the Department.   This position ensures Department financial transactions are accurate, reliable, and are recorded properly.  The position also coordinates with the Chief Financial Officer in determining the appropriate Indirect Cost Plan for the administration of federal grant programs.  

The Department’s Controller works with other State entities such as the Office of the State Controller (OSC), State Purchasing, State Auditor, State Treasurer, and Attorney General to interpret laws and recommend to executive management changes needed in Department policies and procedures to maintain compliance with fiscal rules and other requirements. 

Accounting, Grants Management, and Financial Reporting
 The Controller designs and directs the implementation, modification, and evaluation of account structures for the Department to satisfy management needs and financial reporting requirements.  The position reviews proposed and enacted legislation to assess and account for financial impact; approves accounting documents in the State’s accounting system (CORE)  after verifying that state or federal fiscal and purchasing rules, Department policies and procedures, and applicable Governmental Accounting Standards Board (GASB) guidance and pronouncements are followed.  The position coordinates their staff’s work with Division Budget Analysts on the monthly preparation of budget to actual reports, fund balance projections, and other information as deemed appropriate and also leads the preparation of interim and annual financial statements and year-end exhibits.  

Supervision and Leadership
This position will, directly and indirectly, supervise 19 FTEs and has responsibilities such as hiring employees, approving leave, managing performance as a rater and second-level reviewer, resolving conflicts among staff, identifying training needs, issuing performance improvement plans and corrective actions when appropriate and making compensation recommendations. The Controller provides leadership by designing an optimal work environment, implementing coaching strategies, mentoring and engaging employees, and identifying ways to improve overall organizational performance. This position reports to the Chief Financial Officer.

MINIMUM QUALIFICATIONS


Experience Only: Nine (9) years of professional accounting experience. Two of these years must have included overseeing the work of professional accountants. 


OR


Education and Experience: A combination of related education in business, finance or accounting that includes 24 semester hours completed in accounting or auditing AND experience as described above equal to nine (9) years. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for six (6) years of experience listed above.

Preferred Qualifications

  • Experience as Controller or Deputy Controller administering Colorado fiscal rules and accounting systems for a Colorado state agency;

  • Experience working in the Colorado Operations Resource Engine (CORE) system, within Colorado state government; 

  • Certified Public Accountant;

  • Two years of experience supervising professional-level accounting staff;

  • Thorough knowledge of financial management principles and procedures, including ability to manage short and long-term financial planning; ability to identify, interpret and apply state and federal laws, rules, and regulations related to the Department's operations; 

  • Knowledge of generally accepted accounting principles (GAAP), including pronouncements that apply to not-for-profit organizations and also those from the Governmental Accounting Standards Board (GASB); 

  • Financial experience with local, state, or federal government including knowledge and experience with contract and grant administration; 

  • Proficiency with a variety of information systems including proficiency with MS Office and especially MS Excel, Microsoft Access, and Google Sheets, or other substantially similar software applications.
