About the Department

THOSE ELIGIBLE TO APPLY: This position is open to all current Dispatchers who have satisfactorily completed their probationary period by the close of the posting period.

SALARY:     Minimum:     $73,623 per year

DISTINGUISHING FEATURES OF WORK:

This is highly responsible work supervising a team of dispatchers on an assigned shift.The employee provides supervision, assistance and direction for the team, while performing dispatch functions, i.e. receives emergency 9-1-1 calls, complaints and inquiries from the public, evaluates and dispatches police, fire and emergency medical services.

Under the direction of the Police Department, the employee will assist in maintaining a clear channel of communication with all levels of the organization as they strive to continually improve the operation.

Interacts in a consistently pleasant and helpful manner to fellow employees, visitors, and citizens for the City of Dearborn and demonstrates the highest standards of internal and external customer service.

Promotional Potential Rating 30%
Oral Interview 70%


CITY SERVICE CREDITS:
½% per year up to and including 16 years of service. (Max. 8%)


PROBATIONARY PERIOD:
All employees appointed from a promotional employment list must serve a probationary period of six months.

Position Duties

ESSENTIAL JOB FUNCTIONS (Functions essential to attaining job objectives):

·        Performs the work while supervising a team of dispatchers engaged in receiving, evaluating and transmitting messages and dispatching appropriate response units for police, fire, emergency medical, local government and municipal service.

·        Provides Emergency Medical Dispatching Services.

·        Operates two-way radio, enhanced 9-1-1 emergency telephone system, Computer Aided Dispatch (CAD) system, Mobile Data Terminal (MDT), Tele Typewriter (TTY), and Law Enforcement Information Network (LEIN) computer system as well as recording and playback equipment as needed in the performance of the work.

·        Communicates effectively under stressful conditions and with people of varying language and communications abilities.

·        Participates in the Emergency Response Unit requiring on-call emergency responses. 

·        Provides training, direction and assistance, completes employee evaluations and recommends commendations and disciplinary actions as appropriate for probationary and non-probationary employees.

·        Distributes daily work assignments and ensures sufficient staffing levels for effective operation of shift.

·        Provides leadership in developing and meeting unit goals, objectives and standards and is responsible for ensuring completion of tasks by assigned personnel.

·        Receives, investigates and processes complaints and addresses problems concerning employees or the general public.

·        Inspects and inventories supplies and equipment.  Reports deficiencies as appropriate.

·        Prepares and maintains accurate records and reports in manner prescribed

·        Demonstrates regular and predictable attendance.

MARGINAL JOB FUNCTIONS (Peripheral or incidental to primary job functions):

·        Operates emergency "Early Warning Siren System" for severe weather, disaster or other public emergencies.

·        Performs other related duties as assigned.

Minimum Qualifications

·        Considerable knowledge of Dispatch operations including the rules, regulations and procedures relative to each assigned position.

·        Some knowledge of the geography, principal landmarks, major buildings and streets of the City, as well as locations of City departments, their services and personnel.

·        Some knowledge of the concept of work teams and ability to participate in and facilitate positive change and improvement in a team environment.

·        Ability to receive direction, guidance, and recommendations from superiors in an open manner and to respond constructively.

·        Ability to facilitate group problem investigation and the formulation of recommendations.

·        Ability to communicate effectively with employees, management and the general public verbally in English, via communications devices and in writing. 

·        Ability to operate relevant systems and devices as needed including keyboards, telephones and recording equipment and to discern a range of colors on a color monitor.

Other Qualifications

Considerable experience as a public safety dispatcher including the use of CAD and enhanced 9-1-1 systems.  Graduation from an accredited high school or GED equivalent.  Supplemental courses in the use of computers and related applications preferred.
