The EFFC Director will provide senior leadership, supervision, guidance and support to all program staff and is responsible for communication of all policies and procedures. The EFFC Director is responsible for ensuring the mission and core values are incorporated to the day to day function of staff with direction with regard to excellence in practice utilizing a Family Centered and Strength-Based model of approach. This position is a critical part of our Foster Care Department and will work closely with the Assistant Vice President of Foster Homes Services. This work is carried out in support of the mission and goals of JCCA.
Essential Functions:
- Management components of the Enhanced Family Foster Care Program ensuring Program compliance with all State and City mandates.
- Responsible, along with the Associate team, for overall staffing, performance management, and development of comprehensive retention strategies.
- Ensure compliance with all fiscal procedures and adherence to Special Payment guidance from ACS.
- Ensure interdisciplinary collaboration in Permanency Planning to ensure permanency goals are met timely through Reunification, Adoption, KinGap, and other viable safe options.
- Monitor and support strategies that ensure all qualifying families receive additional layers of support through LEAP coaches, increased therapeutic services, Parent Advocates, and other available resources.
- Responsible for Program performance and statistically tracked deliverables.
- Track ACS and OCFS compliance outcomes as well as adoption and permanency milestones to assure compliance with all regulations.
- Provide direct supervision, development and timely evaluation of supervisor staff.
- Represent Foster Home Services at ACS, Stakeholders, Community Partners, and other providers.
- Maintain current awareness of ACS, OCFS, and Federal Foster Care Regulations.
- Liaise with Community Based Organizations including HRA, NYCHA, DHS, and any other city agency as needed to ensure appropriate services are delivered to children and families being served.
- Oversee the implementation of relevant Managed Care and Foster Care initiatives and programming.
- Ensure compliance with Article 29i service delivery and timely billing.
- Lead all training and implementation aspects of the Evidence Based Models (EBMs).
- Ensuring all foster homes meets training and compliance mandates and provide necessary services and supports for foster parents.
- Hold and facilitate program meetings for all staff.
- Administratively fill in as necessary and provide back-up coverage in the absence of Assistant Vice President.
- Must supervise social work interns and collaborate with school of social work (applicable if LCSW)
Knowledge, Education and Skills Required:
- Strong Leadership and motivational skills.
- Must be knowledgeable about child welfare regulations and requirements.
- Must be able to provide leadership, management and administrative direction for program.
- Spanish-speaking, preferred but not required.
- Solid knowledge of Foster Care and Child Welfare system.
- At least three (7-10) years of Senior leadership and supervisory experience in a Foster care or Preventive program setting.
- Excellent communication skills, oral and written; good public presentation skills.
Required degree:
- Master’s degree in Social Work, Psychology, Sociology, Marriage and Family Counseling, Public Health or Public Administration. LCSW, preferred.
Salary Range: $85K - $90K
