About the Department
The Village of Buffalo Grove is seeking a Civil Engineer I for Development, specifically. This position is responsible for performing civil engineering work related to both private development review and construction engineering/inspection (CEI) for municipal infrastructure. Work involves reviewing engineering plans and specifications for compliance with Village, County, and State standards; managing right-of-way and development permits; and providing resident engineering/inspection services on public works and private infrastructure projects constructed within the Village. The Development Engineer works under the direction of the Village Engineer, who evaluates performance through periodic conferences and reviews completed work products.
Position Duties
- Reviews civil/site plans, grading, stormwater management, erosion and sediment control, utility, and roadway improvements submitted by developers and consulting engineers to ensure compliance with the Village’s Municipal Code, County ordinances, and Illinois Department of Transportation (IDOT) standards.
- Reviews and processes right-of-way and utility permits; ensures compliance with applicable regulations; manages performance and maintenance bonds, and conducts bond release inspections.
- Serves as Resident Engineer on municipal and developer-funded public works construction projects; ensures contractors adhere to approved plans, specifications, and contract requirements; documents project progress using IDOT-compliant procedures.
- Prepares and maintains daily construction records, quantities, pay estimates, change orders, and project closeout documentation in accordance with IDOT Bureau of Local Roads requirements.
- Coordinates utility adjustments, testing, and inspections during active construction; monitors traffic control and erosion control measures.
- Investigates resident concerns regarding drainage and development-related impacts; provides technical interpretation of Village standards, Illinois Drainage Law, and stormwater ordinances.
- Assists with the design, preparation of plans, specifications, and cost estimates for municipal capital improvement projects of moderate scope and complexity.
- Provides customer service at the permit counter and during pre-submittal meetings with developers, consultants, and residents.
- Supports the maintenance and advancement of the Village’s mapping and GIS systems.
- Performs related work as required or other duties as assigned.
Minimum Qualifications
EDUCATION & EXPERIENCE
- Graduation from an accredited four-year college or university with major course work in civil engineering, and experience in civil engineering, preferably related to municipal public works, or any equivalent combination of training and experience.
- Certification as an Engineer in Training in the State of Illinois or ability to obtain such certification within one year following date of appointment.
- Considerable knowledge of the principles and practices of civil engineering.
- Considerable knowledge of modern methods and techniques used in the design, construction, and inspection of public works projects.
- Ability to make engineering computations required by the work.
- Ability to design plans and specifications for public works improvements.
- Ability to conduct independent research into engineering related issues and problems, and to prepare accurate reports of findings.
- Ability to communicate effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Follow Village and Department’s safety policies and procedures.
- Experience in construction observations, project management and development design or review.
Other Qualifications
The current salary range for this position is $87,008.48 – $129,671.36. Starting salary commensurate with experience.
