About the Department


Performs a variety of routine and complex technical, supervisory and administrative work in plans review and analysis, inspection, and enforcement to determine compliance with all applicable ordinances as well as accepted standards relating to building and zoning.  Provides technical assistance to field inspectors in all matters relating to building and zoning.  Exercises considerable initiative and independent judgment under the general direction of the Directors. Responsible for Building Code and floodplain compliance City-Wide. Reports directly to the Chief Building Official.

Position Duties


The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  

Interprets and enforces all provisions of the Florida Building Code under the direction of the Chief Building Official.

Under the guidance of the Chief Building Official, assists with overseeing the Chief Building Inspector, Building Inspectors, MEP inspectors, and trades plan reviewers.

Reviews plans and applications for permits to ensure compliance with codes, laws and ordinances.  Advises applicants of required changes. 

Inspects dwellings when required to prevent violations.

May work with the Chief Building Official to issue stop work orders for unsafe work or for work that violates codes.  May also serve orders to discontinue the use or occupancy of buildings in violation of codes.

Makes reports and recommendations on occupancy use and adequacy of accommodations.

Authorizes compliance from owners after investigation of complaints.

Testifies at Board meetings when needed.

Assists Chief Building Official with Floodplain Management duties, including technical level work coordinating floodplain management and land development activities as it relates to all functions of CRS and NFIP programs for the City.

Performs administrative and professional work as the Floodplain Administrator and Community Rating System (CRS) Coordinator in the daily implementation of activities related to the National Flood Insurance Program (NFIP).

Oversees management of elevation certificate files and ensures that elevation certificates are received for all properties in the special flood hazard area.

Provides limited technical assistance to engineers, developers, and the public regarding flood zones, floodplain management requirements, and drainage studies.

Oversees coordination of City floodplain activities with the State NFIP Coordinator.

Assists with the activities required for the Federal Emergency Management Agency (FEMA) Community Rating System and assist with the preparation and submittal of necessary forms.

Performs other related tasks as required


Minimum Qualifications


Licensed by the State of Florida and the Miami-Dade County Board of Rules and Appeals as a Certified Building Official and licensed as a Certified Floodplain Manager (CFM), & be qualified as one of the following:

(1)Possess a current Registered Professional Engineer license issued by the State of Florida and has practiced for not less than five years under that registration with not less than two years in the HVHZ or, in lieu of the HVHZ experience, has completed a sixteen hour HVHZ training course approved by the Board of Rules and Appeals before certification; or

(2)Possess a current Registered Architect license issued by the State of Florida and has practiced for not less than five years under that registration with not less than two years in the HVHZ or, in lieu of the HVHZ experience, has completed a sixteen hour HVHZ training course approved by the Board of Rules and Appeals before certification; or

(3)Possess a current certification as a General Contractor issued by the Florida Construction Industry Licensing Board with not less than five years experience after licensure, and not less than two years of such experience after licensure in the HVHZ or, in lieu of the HVHZ experience, has completed a sixteen hour HVHZ training course approved by the Board of Rules and Appeals before certification; or

(4)Possess a current General Contractor Certificate of Competency or Certificate of Eligibility issued by the Miami-Dade County Construction Trades Qualifying Board with not less than five years experience after licensure and with not less than two years of such experience after licensure in the HVHZ or, in lieu of the HVHZ experience, has completed a sixteen hour HVHZ training course approved by the Board of Rules and Appeals before certification.
