About the Department
The purpose of this position is to provide technical office support in building codes, legal aspects of code administration, code enforcement, and requirements. This is accomplished by performing customer service and clerical duties; processing, reviewing, and issuing building permits; reviewing plans, engineering, architectural, and permit documents and other pertinent information at the counter; determining permit, plan, and process requirements for prospective applicants; issuing all permits needed; assisting Building Inspectors and Official by performing code and records research, report processing, and data compilation; calculating fees; monitoring approval of plans; reviewing residential projects and plans to ensure code compliance; maintaining computer files and related documents; answering phone calls; preparing letters; and assisting the public in codes. Other duties include coordinating complex building projects; interpreting and explaining construction plans and building codes; interviewing and obtaining technical and code data for code compliance; balancing permit receipts and daily reports as needed; issuing Certificates of Occupancy; assisting Deputy Director and Code Officials in meetings as needed; advising for decision-making purposes; acting as liaison between office/code Enforcement and field staff; and approving permits.
Position Duties
Issues all permits for the City by managing and coordinating plans and permit processes to ensure approval; retrieving and ensuring that all legal and technical code aspects were reviewed and complied with before issuing permits; calculating and assessing fees based on City Council-approved fee schedule; preparing approved and/or denial documents for projects relating to permits; as a Certified Building Code Official, approving and issuing all permits and Certificates of Occupancy; enforcing the state building code in the best interest of the State and City; preparing invoices; accepting payments; and maintaining revenue as needed.
Provides technical code administrative support by reviewing plans, engineering, architectural, and permit documents; interviewing and obtaining information and technical data to determine permit needs; providing information to the public and internal customers regarding codes and permits; responding to technical inquiries regarding code administration and enforcement; performing legal code and technical code research; assisting Code Officials, Property Maintenance Inspectors, Zoning Officers, and Directors; and assisting the public in completing building permit, zoning, and new business applications.
Provides administrative support by preparing letters; typing various correspondence; answering the telephone; retrieving voicemails; responding to inquiries; copying, scanning, and faxing documents; maintaining computer files and other manual logs; engaging in bookkeeping and accounting procedures; maintaining database regarding plans, tracking, and approved processes; supporting and filling in for immediate management as needed; using and maintaining Complaint Tracking System; assisting and maintaining the Certificate of Occupancy database; issuing all permits, such as building, electric, plumbing, mechanical, etc.; assisting in the coordination and maintenance of the Citizen Inspection Program; opening safe to retrieve cash drawer when necessary; providing information regarding zoning and Property Maintenance Code; and assisting public in zoning sit plan and New Business packet preparation.
Minimum Qualifications
High School diploma or equivalent required. The following UCC Certifications must be held: Commercial Building Inspector, Building Plans Examiner, Reinforced Concrete Special Inspector, Pre-stressed Concrete Special Inspector.
Over six months and including one year of relevant work experience.

Other Qualifications
Certified as Permit Technician from the International Code Council, Certified as Notary Public, State Certified as Building Code Official
Valid Class C driver’s license issued by the Commonwealth of Pennsylvania
All persons who shall become employed by the City shall be or become a resident of York County, or any County contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carrol Counties), within six (6) months from the date the employee achieves permanent employment status.
Must pass a background check, Drug Test and the PA Child Abuse History Clearance check.
