POSITION SUMMARY


Quality Improvement Support – The Quality Improvement (QI) Supervisor will be responsible for coordinating quality improvement efforts for the agency, including the development, implementation, education, collection and analysis of program data. Provide daily supervision for the QI team and utilize comprehensive, multiple strategies to continually assess program operations and develop initiatives designed to improve operations as needed. Manage resources to ensure goals are met, identify and analyze key data and metrics, summarize, and provide reports to leadership. Conduct in-depth reviews of programs or cases that have generated concerns or allegations. Assure compliance with the regulations and standards of COA, Medicaid, contracts, and licenses and is the agency subject matter expert on program compliance. Supervise staff of the Quality Improvement department.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Develop and implement a structured, comprehensive approach to program evaluation that includes reviews of inputs, goals, processes, staffing and outcomes. Provide an Evaluation Report that includes recommendations to the Director of Quality Improvement concerning changes, if any.
  • Implement activities, policies and processes that assure compliance with all COA standards, including outcome tracking, quarterly quality reviews and client satisfaction surveys.
  • Implement activities, policies and processes that assure compliance with Medicaid standards; expand Medicaid compliance to other programs as required.
  • Utilize critical thinking skills to stay aware locate, interpret and staff up to date on changes related to program compliance areas.
  • Support risk management activities throughout the organization. Use both prospective and retrospective approaches to mitigate risk and provide recommendations for corrective action.   
  • Develop, implement, and maintain a system to track, measure, and report on goals, program outputs, benchmarks, and outcomes for all HYFS programs. Analyze the data collected and interpret its significance to members of the Executive Team.
  • As requested, manage collection of specific data requests by departments, utilizing Salesforce, CIS, SACWIS and other data systems.
  • Coordinate reviews in Salesforce of critical incidents and work closely with the critical incident response team to involve staff at various levels of the organization in quality improvement and risk management activities.
  • Hire and provide guidance to the staff of the Quality Improvement department. Complete performance appraisals in a timely manner.
  • Collaborate with the Program and Administrative Directors to assess problem areas and develop corrective action plans. Monitor the effectiveness of corrective actions. 
  • Work closely with program managers to understand how to strengthen processes, effectively drive improvement and manage improvement change initiatives.
  • Assist Director with leading the Council on Accreditation re-accreditation process for all areas: develop a plan and timeframe for program staff to provide needed information and reports. Review COA standards to determine what policies and activities are needed to comply with standards. Act as lead in completing the self-study, preparing for the site visit and assuring successful completion of the reaccreditations process.
  • Represent the agency in professional organizations by attending meetings as requested.
  • Participate in training activities related to licensing and funder requirements of the agency. 
  • Complete other duties as assigned.
  • Flexibility to periodically travel to other agency sites aside from primary work location.


Requirements

SKILLS and ABILITIES

  • Exceptional skills with Salesforce, Microsoft office, including Excel and the ability to adapt to new data management systems.
  • Experience developing and analyzing concise, visually informative reports.
  • Understanding of predictive analytics and risk management.
  • Possess the experience, personal qualities, and practice skills to work effectively with professionals from a variety of disciplines both internally and externally.
  • Excellent attention to detail.
  • Strong organizational and time management skills. 
  • An ability to work independently and as part of a team.
  • Ability to solve problems and think critically.
  • Excellent interpersonal, oral, and written communication skills.


EDUCATION AND/OR EXPERIENCE

  • A bachelor’s degree in business management, human service or related field.
  • Minimum of two years’ supervisor experience preferred.  
  • Experience in evaluating and improving processes within business or human services environment, preferred.
  • Experience or certification in Six Sigma, preferred.

CARE & TCI


Hoyleton has adopted the CARE (Children and Residential Experience), developed by Cornell University, to guide our culture and practice. CARE is grounded in six core principles: Developmentally Focused, Family Involved, Relationship Based, Ecologically Oriented, Competence Centered, and Trauma Informed. 

Completion of CARE and TCI training is an internal requirement for all staff and must be completed upon hire. Ongoing application of these principles is expected and essential to successful job performance. 


TCI (Therapeutic Crisis Intervention). Employees must:

  • Pass the written test annually
  • Pass the physical test every six months (if applicable to their role)

Monthly refresher opportunities are provided. Employees who fall out of compliance may be required to retake the full course. Consistent participation and application of both CARE and TCI are essential to job performance.
