About the Department
KCDC is the largest and most technologically advanced Court of Limited Jurisdiction in the State of Washington. It currently processes approximately 200,000 matters per year with 25 elected judges and roughly 260 employees at 8 courthouse locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail-alternative programs, technology- and judge-managed probation services. Thirteen cities contract with King County for court services provided by King County District Court (KCDC).
Position Duties
- Training and Development Program project management to include: maintaining project plans and schedules, skills/training matrixes, maintain positive relationships with key stakeholders (e.g., court managers), provide day-to-day direction of Training Consultants.
- Prepares complex analysis to include data gathering, defining and implementing training metrics, and analytic solutions to assess program health.
- Prepares course training materials, with information from and in coordination with Court management to ensure a detailed understanding of training subjects and processes.
- Identifies and implement methods to assess engagement, effectiveness, retention, and application of training.
- Creates and manages instructional materials and content to aid and engage training.
- Develops and maintains a training strategy that aligns with the court’s mission.
- Conducts training sessions using a variety of different models including one-on-one, classroom, and/or virtual.
- Assisting in the recruiting or planning of staff as needed.
- Lead and/or manage other HR or operational projects as assigned.
- Supervises and develops training coordinators.
Minimum Qualifications
- Bachelor's degree and five years of experience in a training environment conducting project/program management. Or an equivalent combination of education and demonstrated experience which provides the knowledge, skills, and abilities to successfully perform the responsibilities of the job.
- Knowledge of Project Management Principles, Analyses and Tools and has applied these tools and methodologies to successfully complete projects.
- Skills in program evaluation, advocacy, promotion and influencing change.
- Knowledge of Leadership Principles and maintain a positive accountability leadership approach.
- Knowledge or Ability to learn court procedures and processes quickly.
- Knowledge of local, state, and federal laws and regulations related to areas of training.
- Knowledge and ability to apply multiple training methods to align with adult learning styles.
- Ability to develop training curriculum.
- Ability to be an effective facilitator in a group setting.
- Ability to prioritize multiple competing tasks and deadlines.
- Effective oral and written presentation skills.
- Ability to direct and supervise employees.
- Ability to identify needs, develop training plans for employees across an organization, and evaluate training.
- Ability to maintain effective working relationships at all levels of the organization as well as union officials, other court and county employees, and the public.
- Ability and Skills in the Court’s Core Competencies: Agile Learning, Excellent Customer Service Focus, Ability to Accept Feedback, Problem Solving, & Action Oriented.
- Skills in applying quantitative and qualitative analytic methods; may include skills in applying statistical analysis.
Desired Qualifications:
- Skills building content in Articulate 360 and administering training through a Learning Management System, preferably NEOGOV LEARN.
Other Qualifications
- Selection process: Application materials will be screened for qualifications; the most competitive candidates will be invited for one or more panel interviews. Any employment offer will be contingent upon the results of criminal background investigation and finger printing.
- Work Location: Various Courthouses that are located in Seattle, Shoreline, Redmond, Bellevue, Issaquah, Burien, MRJC(Kent), and Auburn.
- Work schedule: Regular, working a 40-hour workweek. Responsibilities occasionally may require additional working hours in order to meet deadlines. After hours, on-call support is required.
- Physical Demands: While performing the duties of this job, the employee is regularly required to sit, talk or hear, and use hands to finger, handle, or feel. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel, crouch, or crawl, and move and/or lift up to 10 pounds. The vision abilities required to perform this position include close vision.
- Working Conditions: Work is typically performed in an office environment with a moderate amount of noise (computers, printers, light traffic). This role routinely uses standard office equipment.
