About the Department

GENERAL DESRIPTION
This position will primarily be responsible for assisting in the engineering review of plans and specifications for proposed construction, performing a variety of engineering studies, and for the design, preparation of plans and specifications, and construction inspection for public works improvements of moderate scope and complexity. Work is performed under the direction of the Village Engineer, who evaluates performance through periodic conferences and review of completed work products.

Position Duties

ESSENTIAL DUTIES

  • Designs and prepares engineering plans, specifications, and cost estimates for a variety of public works projects and improvements including street resurfacing, street maintenance activities (patching, crack sealing, etc), and storm drainage facilities.
  • Reviews capital improvement plans and specification prepared by consulting engineers to ensure compliance with the Village, County, and Illinois Department of Transportation standards and specifications.
  • Reviews Right-of-Way Permits for residential and other agency utility work and ensures compliance with the Village’s Municipal Code and other applicable local, state and federal standards.
  • Serves as resident engineer on Village Public Work Construction projects and ensures contractors and subcontractors adhere to design plans and specifications and they produce quality workmanship, using quality materials
  • Prepares capacity studies of existing sanitary sewers, water mains, and storm drainage systems of the Village and reviews studies prepared by other agencies; maintains or supervises the maintenance of official Village maps showing existing boundaries, utilities, streets, annexation, addresses, and similar information.
  • Serves as party chief on complex surveys; serves as project engineer on major construction and reconstruction projects and performs subdivision construction inspection during peak construction periods.
  • Monitors, evaluates and reports the condition of the Village’s roadway system, including the maintenance of the roadway system database.
  • Interprets engineering related regulations and procedures to developers, contractors, and the general public; investigates and makes recommendations relative to the solution of citizen complaints and work requests. 
  • Investigate resident concerns regarding private drainage matters. May facilitate a response on Village owned assets or coordinate neighborly problems regarding Illinois Drainage Law. 
  • Meets directly with citizens in dealing with their engineering related problems.
  • Assist in the maintenance and advancement of the Department’s mapping and GIS systems. 
  • Checks engineering computations and plans to conform to applicable standards. 
  • Performs related work as required or other duties as assigned. 

Minimum Qualifications

EDUCATION & EXPERIENCE

  • Graduation from an accredited four-year college or university with major course work in civil engineering, and experience in civil engineering, preferably related to municipal public works, or any equivalent combination of training and experience. 
  • Certification as an Engineer in Training in the State of Illinois or ability to obtain such certification within one year following date of appointment.
KNOWLEDGE, SKILLS, & ABILITIES 
  • Considerable knowledge of the principles and practices of civil engineering. 
  • Considerable knowledge of modern methods and techniques used in the design, construction, and inspection of public works projects. 
  • Ability to make engineering computations required by the work. 
  • Ability to design plans and specifications for public works improvements. 
  • Ability to conduct independent research into engineering related issues and problems, and to prepare accurate reports of findings. 
  • Ability to communicate effectively, orally and in writing. 
  • Ability to establish and maintain effective working relationships with others. 
  • Follow Village and Department’s safety policies and procedures. 
  • Experience in construction observations, project management and development design or review.

SUPPLEMENTAL INFORMATION

The current salary range for this position is $87 008.48- $129 671.36. Starting salary commensurate with experience.
