About the Department
A DPS Water Supervisor performs supervisory work in directing the activities of groups of skilled and unskilled employees engaged in the maintenance and repair of the City's water distribution system. Responsibilities include organizing the work performed by subordinates. A Water Supervisor reports to and receives assignments/requests from the Public Service Operations Manager, although this position is expected to develop their own work methods. Work is reviewed through written reports and observations of the results achieved.
Position Duties
A DPS Water Supervisor may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)
- Supervise and participate in watermain construction and maintenance operations.
- Oversee the installation, maintenance and reading of all water metering devices in the city.
- Prepare work schedules, make work assignments and supervise assigned employees.
- Plan, supervise and participate in the installation, maintenance, and repair of water mains, services, fire hydrants, valves, meters, pits and other water facilities.
- Coordinate work and assist as needed with service appointments, meter changes, and work orders.
- Investigate reports of needed repairs to water mains, services, hydrants, and other related facilities.
- Train employees in proper methods of performing Public Service related assignments.
- Prepare reports and keep pertinent records
- Regularly respond to concerns from residents related to water usage and water quality.
- Perform the duties of personnel assigned to the Public Service Department.
- Perform other duties as assigned.
Minimum Qualifications
A DPS Water Supervisor, upon application, shall have the following training and experience:
- Must be a recipient of a high school diploma or must pass a high school equivalency test prescribed by the Civil Service Board.
- Five (5) years’ experience in Public Work activities.
- A valid Michigan Vehicle Operator’s License with a Commercial Driver’s License group “A” designation, with air brakes endorsement (or permit at time of application with the ability to obtain the license within six months of employment).
- Water Distribution System Operator License (S-License) as required by the State of Michigan. (Not currently require at time of application), but must have the education, experience, qualifications, and ability needed to obtain an S-2 and pass exam within one year of employment. An S-1 is expected within three years of employment.
Qualifications for Employment:
- Considerable knowledge of the methods, equipment and materials used in the construction, maintenance and repair of the Water Distribution system and metering operation
- Knowledge of the plumbing code and Michigan Department of Environment, Great Lakes and Energy (EGLE) regulations and reporting as they pertain to Water Distribution.
- Ability to lay out, assign and supervise the work of a large number of employees performing skilled and unskilled Public Works activities.
- Possess a thorough understanding of the different types of water metering devices, and their purposes.
- Ability to maintain records and make reports.
- Ability to perform data entry and mid-level computer skills (Microsoft Office Suite).
- Ability to understand and follow complex oral and written directions.
- Ability to maintain good working relationships with subordinates, superiors, the general public and contractors.
- Ability to read blueprints.
- Ability to work outside in inclement weather and in areas exposed to dirt, dust and pollen.
- Willingness to be on 24-hour call-in cases of emergency.
