About the Department

Seattle Public Utilities (SPU) has an exciting opportunity for an electrical professional to develop and implement an Arc Flash Program for SPU to ensure compliance with OSHA and the National Fire Protection Association. This Short-Term Temp (External) or Out-of-Class (OOC Internal) Arc Flash Analyst (SA2, Utils L21) will develop a scope of work for a new arc flash program and hire consultant services to perform arc flash risk analyses for existing electrical services. In coordination with SPU's Safety Team, this position will also develop necessary policies and procedures needed for arc flash studies and support other workforce facilities projects.


This Temporary (external)/OOC (internal) position is expected to last up to 11-months and is open to all regular City of Seattle employees, as well as external candidates. External candidates will [initially] be non-benefited and will receive premium pay in lieu of benefits.

Position Duties

Primary Responsibilities for this Arc Flash Strategic Advisor 2
Develop and implement an Arc Flash Program for SPU. Duties include:

  • Develop a program Charter with deliverables, stakeholders and timeline.
  • Coordinate internally on the development of business roles and responsibilities to include internal assignments of arc flash studies, data management and storage, notification sticker updates, and changes to safety training and policies.
  • Hire consultants to support technical program components.  This includes completing an electrical load evaluation to identify which electrical services require a recurring arc flash study to be performed, validating and updating one line and connection diagrams, and maintaining accurate load schedules for all distribution systems greater than 3ph 240vac.
  • Coordinate and develop process for obtaining fault current data from SCL for
     each SPU electrical service site.
  • Coordinate on any resulting business operation changes because of an arc
     flash study findings.
  • Research new technology and arc flash rated equipment.
  • Support SPU workforce facilities program needs for mechanical, electrical, life
     safety, and other building system repair and maintenance.
  • Establish performance metric and quarterly reporting.

Minimum Qualifications

Experience:  Five (5) years professional experience in facilities management, program management, electrical systems or other related fields 

EducationBachelor's degree in Public Administration, Architectural Design, Electrical Engineering, Electrical Studies, or similar fields of study.If no degree, an additional two (2) years of relevant experience is required. 

Combinations of appropriate education, training, certification, and experience(s) will be evaluated on an individual basis for comparability.  

Desired Qualifications:
  • Working knowledge of electrical systems
  • Familiarity with Electric-Arc Flash Hazards, OSHA and National Fire Protection Association requirements
  • Arc Flash Training / Arc Flash OSHA certification
  • Experience setting up new programs with multiple stakeholders
  • Experience hiring and managing on-going consultant work

The full salary range for this position is $54.60 per hour - $81.93 per hour.


Workplace Environment (*Telework Expectation):
This position requires the selected candidate to work five (5) days in-office, and the specific schedule will be agreed upon by the employee and their supervisor.
