Under the direction of the Corporate Controller or designee, responsible for the provision of financial planning, analysis, decision support and budgeting services for Palomar Health departments and facilities, ensuring a strategy and vision for these services that supports the Palomar Health Strategic Plan. Services include oversight of the Palomar Health operating budget process, labor productivity management processes and assistance in the preparation of long range strategic financial planning. Services also include oversight of the financial evaluation of new and existing programs, service contracts, procedures and policies, as well as future business opportunities. In addition, services include management of the Palomar Health decision support system, maintenance of accurate charge item level direct and indirect costs and clinical service line utilization cost. Work to further the development of reports provided in the Lawson Business Intelligence (LBI) system. Provides expertise and resources to analyze different business opportunities or financial alternatives in support of executive or director level decision making. Conducts and assists in the presentation of financial management educational sessions as assigned. Responsibilities include assessing, planning, implementing and evaluating all aspects of services delivered; insuring quality programs, patient confidentiality and a level of customer service that strives to exceed internal and external customer expectation; develops strong relationships with primary customers. Practices excellent employee relations and attention to employee needs. Develops and mentors a high performing team for all areas of responsibility. Ensures financial viability by managing both applicable revenue and expenses with attention to supply cost utilization and a high level of productivity in cost centers under direct control. Speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, Powerpoint, internet, e-mail). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the 1st two weeks of employment to perform the essential functions of the job.
