Position Duties
The work below is representative of the scope of work performed within this job classification.
*Manage and lead design for public infrastructure programs and capital improvement projects in accordance with federal, state and local requirements.
- Conduct preliminary planning meetings and utilize applicable studies to determine the basic engineering methodology to be employed and basic layout of the proposed capital improvement projects.
- Conduct in-depth engineering and analysis to determine required characteristics of infrastructure materials and design.
- Design preliminary concepts and plans for review by staff.
- Develop budgets and schedules for public infrastructure and capital improvement projects.
- Serve as Project Manager and licensed Engineer on City designed projects and other related infrastructure projects.
- Conduct site visits to confirm compliance as necessary.
- Process projects through necessary reviews, permits, etc.
- Prepare specifications and bid documents for Public Works and other departments utilizing the City’s competitive bid process.
- Manage retained consultant work progress and product.
*Lead, manage, and direct the work of assigned employees in the design, survey and materials divisions*
- Provide work direction to employees relative to the completion of designated assignments; delegate responsibilities as appropriate.
- Supervise employees in professional and technical classifications.
- Provide employees with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate.
- Partner with the designated human resources business partner to implement effective hiring and selection practices.
- Lead orientation and onboarding for new employees.
- Assist with the development and maintenance of divisional budgets and strategic priorities.
- Ensure employee personnel, timekeeping, and training records are accurately maintained per City policy and statutory requirements.
*Review and approve plans for capital improvements
- Manage Capital Improvement project plan and specification review and approval processes for infrastructure projects.
- Review projects for conformance to standards.
- Review engineering concepts such as street layout, hydrology, drainage, pipe capacity, etc.
- Meet with and negotiate changes with developers and consulting engineers.
*Complete engineering administrative functions in the management of programs, preparation of budgets, and completion of research/reports*
- Manage the operation, maintenance and updating of infrastructure related files, maps and plans.
- Deliver detailed technical support, research analysis, cost estimates, feasibility reports and professional recommendations regarding municipal engineering infrastructure issues.
- Maintain annual list of infrastructure improvements for Government Accounting Standards Board (GASB) reporting.
- Manage the operation and updating of various infrastructure condition inspection programs.
- Develop budgets and schedules for Capital Improvement Program projects.
- Provide recommendations relating to project schedules and priorities.
- Oversee project procurement including Best Value Selection, design-build, competitive bid, and other procurement methods.
*Coordinate and lead updates to City Engineering Standard and Standard Detail Plates.
- Maintain current file of applicable rules and regulations pertaining to public works i.e. state aid rules, EEO requirements, wetlands rules, etc.
- Research and review of new products and methodologies.
- Direct periodic review of standards with staff, consulting engineer, contractors, etc.
- Direct preparation of revised or new standard plans and specifications as required.
- Develop procedures for conformance in contracts.
Perform other duties as assigned or necessary.
*Essential Functions
Minimum Qualifications
Education and Experience
A Bachelor's Degree in Civil Engineering or related field from an accredited college or university and five (5) years of progressively responsible experience in municipal engineering practices and principles.
Experience with Autodesk Civil 3D.
OR
An equivalent combination of education to successfully perform the essential duties of the job may be substituted for the required amount of experience.

Licenses and/or Certifications
Valid driver's license.
A Professional Engineer's designation within six months of hire.
Desirable Qualifications
Demonstrated project management experience.
Experience with specialized design software such as XPSWMM and HydroCAD
Experience with OneOffice by RTVision, or other construction project management software.
Supervisory experience leading technical and/or professional employees.
