Position Overview: 
The Street Use Division of SDOT presents an opportunity to work with a team of professionals whose mission is to deliver a safe, reliable, efficient, and socially equitable transportation system that enhances Seattle's environment and economic vitality. Street Use accomplishes these goals by managing activities and construction occurring in the rights of way through issuing permits, inspection, project coordination, public outreach, and plan review. 

The Operations Inspections Manager (under the City's classification title of Manager 3- Engineering & Plans Review) oversees approximately 35 - 45 Street Use Inspectors and support staff that inspect the use of, and construction within, the public right-of-way (ROW). This position reports to the Street Use Division Director and ensures the following objectives:
  1. Maintains safe public access around construction zones.
  2. Ensures construction of City infrastructure meets or exceeds all applicable standards. 
  3. Provides efficient inspection services.
  4. Provides customer service, code enforcement, and general information to the public.

Position Duties

In this role, you will:

  • Manage a group of 35 - 45 staff, including supervisors, team leads, and inspectors and support staff who are responsible for the inspection of construction activities within the ROW related to private development and public works projects.
  • Direct day-to-day operations of supervisory staff including assignment of projects.
  • Provide inspections and construction technical guidance and ensure City goals and policies are addressed.
  • Provide leadership to resolve complex inspection and construction coordination challenges.
  • Support and develops new code requirements, policies and procedures.
  • Act as the Street Use representative to the media and elected officials on matters related to construction inspection.
  • Coordinate with other City departments and within SDOT divisions to ensure construction impacts and issues are rectified and meet compliance with City standards.
  • Collaborate with contractors, developers and other applicants on using construction methods to limit the effects of construction impacts on the ROW.
  • Investigate and follow up on inquires and complaints from the public, other agencies, and elected public officials.
  • Provide leadership and decisions regarding personnel matters; apply City and department policies and procedures and resolve personnel issues.
  • Act as divisional subject matter expert and primary lead overseeing inspection staff supporting emergency response to ROW construction and weather/regional disaster emergency response efforts.
  • Support department goals in promoting diversity and social justice.

Minimum Qualifications

Minimum Qualifications
You must have:

  • Seven (7) years of experience in Construction and/or Civil Engineering;
  • Three (3) years of management/supervisory experience;
  • A Bachelor's Degree in Civil Engineering, Construction Management, Public Administration, or related field;
OR: A combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class).

  • Current Washington State driver's license or evidence of equivalent mobility.

You’ll be successful in this role if you have:
  • Experience in managing staff with different skill sets and abilities, including the direct supervision of work performed by construction crews, inspectors of right-of-way construction, engineers, and/or technical staff.
  • Proficiency in reading construction plans, interpret and articulate applicable codes, ordinances, and rules and regulations to internal and external customers.
  • Experience working on Americans with Disabilities Act (ADA) projects.
  • High proficiency with Microsoft Office Suite, and permitting databases/apps (e.g. Accela, Hansen).
  • The ability to work under tight timelines and high stress, lead with poise and confidence, and communicate appropriately to staff at all levels of the organization as well as the public and outside consultants/vendors.
  • The ability to be dynamic and decisive. You should excel in high-performing internal management; external relations including the ability to work through highly collaborative community processes; assess effective strategies to achieve compliance in challenging situations without compromising safety, liability, or key regulatory requirements; and the ability to re-prioritize resources in rapidly changing priorities.
  • Experience with public emergency response activities.
  • Experience managing programs, policies, and procedures in accordance with citywide policy and union requirements.
  • Effective change management skills including the ability to lead process and policy procedures that may affect multiple stakeholders and/or work groups.
  • The ability to effectively work in a multi-cultural workplace with a diverse customer base.

Work Environment/Physical Demands:
  • Most work occurs in a normal City work/office environment with hybrid options. At this time, three (3) days in-office and two (2) days remote. 
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
  • May be required to stand, walk, or bend for extended periods of time.
  • May be required to work nights, evenings, weekends, and/or holidays.
  • Overnight travel may be required.

The full salary range for this position is $59.75 - $89.61 per hour.
