About the Department
Under administrative direction, directs and manages the operations of the County’s Veteran’s Service Department; implements local and state policies and maintains compliance with policies.
Shift: Mon – Fri, 8a – 5p, and additional hours as job requires
Position Duties
ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Be familiar with County Personnel Policies as are set forth in the County's Personnel Policy Manual and the Salary Administration Policy, plus related Court Orders and other official announcements of the County, thereby observing and enforcing said policies without exception. Furthermore, whenever clarification is needed with regard to said policies to contact a member of the County Human Resources Department for this purpose.
- Supervise and evaluate department staff; supervises staff to ensure assigned work tasks are completed effectively and in a timely manner, assigns work; sets work priorities; performs formal staff evaluations; rewards and/or disciplines employees. Reviews work of staff; ensures established standards are maintained; reviews and approves leave requests; interviews potential employees, hires/transfers/promotions; trains; addresses and resolves complaints.
- Evaluates and defines Department programs and policies
- Aids all County veterans and their dependents in obtaining local, state and federal benefits, including monetary and health benefits.
- Meets with, advises, counsels, completes and submits claims paperwork of veterans and/or their dependents.
- Meets with local, county, state and national officials and veterans service organizations to determine changes in the needs of veterans; exchanges information on legislative or procedural changes in benefits processing.
- Engages in negotiations to bring increased state and federal services to the local county area and provide transportation for long distance services.
- Provides briefings, information and services to nursing homes, assisted living facilities and home health care facilities regarding veteran’s benefits.
- Answers and responds to phone calls and e-mails from veterans, veteran’s families, external organizations and other parties.
- Prepares and administers the Department budget.
- Reviews activity logs for statistical purposes and submits monthly productivity report to County Judge.
- Attends community meetings and/or meetings with interested individuals to provide a contact and avenue of understanding of the Department’s functions and responsibilities.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Education, Experience and Training Guidelines:
Bachelor’s degree in Business Administration or a closely related field and four years of experience, including two years of supervisory experience, in professional veteran’s service operations AND honorable service in the Armed Forces; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
- Applicable local, state and federal statutes, rules, codes, regulations and policies governing veteran administration.
- Military services, functions and duties of military jobs.
- Veteran’s organizations and their respective functions.
- Code of federal regulations.
- Principles and practices of administrative management.
- Principles and practices of contract management and administration.
- Principles and practices of effective employee supervision.
- Principles and practice of project management.
- Department policies, procedures and regulations covering specific areas of assignment.
Skill in:
- Supervising the work of others.
- Communicating effectively, both orally and in writing.
- Establishing and maintaining cooperative working relationships with elected officials, managers, supervisors, employees, external public agencies and organizations, community organizations, health care providers and the general public.
- Adapting to various situations ranging from political functions to homeless shelters.
- Using initiative, discretion and decision making within established procedures, guidelines and rules.
- Defining problems, collecting data, establishing facts and drawing valid conclusions.
- Building effective work teams and providing effective customer service.
- Operating a personal computer and various software applications.
LICENSE & CERTIFICATION REQUIREMENTS:
State certified Initial County Service Officer.
State certified Annual County Service Officer.
Department of Veterans Affairs Accreditation
Possession of a valid Texas state driver’s license.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is typically performed in an office work environment. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
