Duties

INTRODUCTION: The purpose of the Child and Youth Programs (CYP) Administrative Specialist is to serve as an information source and perform clerical and administrative tasks in support of the CYP Administrator. MAJOR DUTIES AND RESPONSIBILITIES: Performs a combination of reporting, record keeping and liaising in support of families and professionals. These tasks are summarized below. RECORD KEEPING AND REPORTING: Prepares and maintains assigned reports, correspondences, and statistical and financial data pertaining to CYP components. Maintains records, files, and required systems. Provides required information to requesting agencies. Prepares required daily, weekly and monthly reports in compliance with reporting policies and procedures and ensures submission in a timely manner. Establishes suspense dates to collect responses and submits information as required by requests. Arranges and maintains supervisors appointment calendar. Routes incoming mail to staff and work sections. Organizes flow of operational program processes in an office environment. Reviews and interprets directives and procedures. Advises on development and implementation of local administrative directives and procedures. Develops internal policies, procedures and work methods affecting administrative management operations. Ensures management compliance by reviewing and revising reports and correspondence for accuracy and format. Facilitates methods for automating reports and correspondence. Operates the HQMC approved electronic management system for records and payments, as applicable. Uses technology to transmit correspondence, create reports, databases, spreadsheets, graphics, slide shows and presentations. Manipulates data to meet presentation and report requirements. LIAISON WITH FAMILIES AND PROGRAMS: Provides front desk coverage and informs and answers questions regarding programs and services, patron financial obligations, waiting lists, events, policies and procedures. May oversee the administrative management of a CYP reception area. Takes telephone calls and responds to inquiries, referring to supervisor or other personnel when appropriate. ADDITIONAL RESPONSIBILITIES: May perform support functions such as; monitoring and reporting on support budgets; assisting in developing financial plans, obligating funds, liquidating travel claims; maintaining stock of office supplies, making arrangements for special events; reviewing electronic time sheets for supervisors signature and approval, preparing and conducting informational and training sessions; monitoring and distributing personnel paperwork such as selection and recruitment requests, personnel actions, training notices, performance reviews, position descriptions. Provides World Class Customer Service with an emphasis on courtesy. Assists CYP facilities with administrative duties as needed. Performs other duties as assigned. Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by policy in the case of suspected incidences of child abuse and neglect.

Qualifications

MINIMUM QUALIFICATIONS: Must be 18 years of age and a high school graduate or equivalent. Three years' experience that demonstrates broad knowledge of administrative practices and principles. Skill to organize and coordinate multiple high visibility projects simultaneously. Skills to prepare documentation and presentations in proper format in accordance with naval correspondence rules of grammar and punctuation. Skills to operate a computer, and associated equipment and software. Knowledge of a variety of administrative support functions such as gathering statistical data, monitoring and reporting on support budgets, assisting in developing financial plans; obligating funds, liquidating travel claims; maintaining stock of office supplies. Skills to deal with employees at various levels in the organization and to represent the program with customers external to the organization. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any. Must maintain current CPR and First Aid certifications. May be required to obtain a government drivers license and government purchase card. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
