The OSP Manager will perform critical tasks that ensure quality installation and upgrades of the fiber network. This position reports to the Project Manager.
SUPERVISORY RESPONSIBILITIES
Recruits, interviews, hires, and trains new staff
Oversees the daily workflow of the department
Oversees Time and Attendance duties, e.g., approving timecards
Provides constructive and timely performance evaluations
Provides Management direction and counseling
Handles discipline and termination of employees in accordance with company policy
MAJOR DUTIES AND RESPONSIBILITIES
Prepare or oversee the design of the Outside Plant Fiber Network from beginning with Design through to a fully constructible job package to final As-Built completion in associated inventory systems
Solicit, negotiate, and award installation jobs
Manage the project materials procurement cycle
Monitor installation subcontractor performance in accordance with:
SoW, Schedule, Budget, and Quality
Prepare and submit status reports to customer and management
Support field and network engineers during testing phase as required
Handle distribution of work assignments, develop project completion dates, review and redline work prints
Client support and development including completion of job status tracking reports, client meetings and business development
Assist Project Manager with coordination and execution of surveys, design reviews, and close-out packages
Review project tracking reports to determine if projects are within budget and hitting targets
Preparation of reports in response to queries from the finance department
Prepare and update network documentation based on changes in network topology
Program manage OSP schedules, costs, and performance
KNOWLEDGE, SKILLS, and ABILITIES

Basic knowledge of fiber optic theory which includes fiber loss, connector types, and the different types of fibers
Full knowledge of operating fiber optic splicing equipment
Demonstrated ability to read and interpret blueprints and building plans, document daily records and reports
Demonstrated ability to use and care for fiber optic test equipment, ruby light, power meter, and OTDR and document test results accurately
Ability to manage remote teams to complete designated amount of work in a specified time frame (e. g. , quality jobs per day), adjusting work assignments or schedules to meet changing work-related priorities or demands.
Ability to climb and work at elevations (e. g. , from ladders, poles, lift trucks) exceeding 18 feet
Ability to work in confined spaces (e. g. , crawl spaces, utility holes)
Ability to perform strenuous physical activities including, but not limited to: lifting objects weighing over 70 pounds
Ability to perform job activities outdoors in different weather conditions (e. g. , extreme cold and/or heat, inclement weather)
When working aloft, employee's weight and tools combined may not exceed the 280-pound weight limit as specified by the manufacturer
Ability to read, write and speak the English language to communicate with employees, contractors, suppliers, in person, on the phone, and by written communications in a clear, straightforward, and professional manner

Safely using weight-bearing equipment (such as safety harness and ladders) within the maximum weight limitations of that equipment
Demonstrating a high level of maturity and leadership
Ability to deal with ambiguity, work in a dynamic fluid environment and effectively cope with change
Ability to pass pre-employment screenings (motor vehicle, drug, and background)
EDUCATION and EXPERIENCE
Bachelor’s Degree or equivalent work experience
Valid Driver's license with satisfactory driving record
3-5+ years of operations management experience installing and maintaining fiber optic products and services
2-4+ years managerial experience of small, remote, field based teams
Certified Fiber Optic Technician certification preferred
WORKING CONDITIONS
May be required to work long and unpredictable hours including weekends
Working outdoors in all types of weather
Exposure to dust, fluctuating temperatures, and periodic high noise levels
