The Performance and Business Intelligence Analyst serves as a lead analyst in PBOT’s Data Analytics and Performance Division. This role leads complex, cross-functional initiatives focused on improving how PBOT collects, manages, and uses data to inform decisions and optimize operations. PBOT’s current data systems, performance metrics, and business processes require significant modernization—this position will take a leading role in designing and implementing those improvements. The Analyst III works closely with PBOT leadership, IT staff, and external partners to drive data governance, strategic reporting, and enterprise-level performance improvement. The role also provides mentorship to other analysts and shapes the bureau’s evolving data culture.

About the division/bureau:

The Data Analytics and Performance Division is housed within the Finance and Administration Group of the Portland Bureau of Transportation (PBOT). The Division empowers PBOT to make data-informed decisions through services such as strategic planning, performance measurement, business intelligence, and process improvement. Our mission is to help PBOT maximize the value of its resources through trusted data, aligned strategy, and continuous improvement. The Division works closely with staff across PBOT to modernize systems, develop meaningful metrics, and improve the effectiveness and outcomes of transportation services in Portland.


What you’ll get to do:
 
  • Drive bureau-wide efforts to modernize critical data systems (e.g., Power BI, Maximo)
  • Collaborate with IT and cross-divisional teams to integrate systems and improve data accessibility and interoperability
  • Design and implement performance measurement frameworks that align with City and bureau goals
  • Lead enterprise-level process improvement initiatives that enhance efficiency and service delivery
  • Conduct complex forecasting, modeling, and root-cause analysis to support executive decision-making
  • Mentor Analyst I and II staff and provide technical oversight on analytical projects
  • Develop bureau-wide frameworks and metrics for measuring and improving performance
  • Translate complex analytics into actionable insights that shape policy and resource allocation

Position Duties

The following minimum qualifications are required for this position. Please ensure your application materials clearly describe how you meet these qualifications:

  1. Knowledge of performance measurement systems, data management practices, and principles of public administration and process improvement.
  2. Experience with developing dashboards, data integration solutions, and reporting tools using Power BI, SQL, or similar platforms, in coordination with IT or other technical teams.
  3. Experience supporting cross-divisional analytics or process improvement projects, including coordinating with multiple stakeholders and applying quantitative and qualitative analysis methods.
  4. Ability to clearly present technical and operational analysis in ways that are understandable to executive leadership and non-technical audiences.
  5. Ability to provide mentorship and technical guidance to other analysts, fostering skill development and effective teamwork.
