The Los Angeles County Office of Education (LACOE) and the Head Start and Early Learning Division invites qualified applicants to apply for Head Start Delegate Liaison Team Leader.

The Head Start and Early Learning Division at LACOE is one of the largest in the nation and contracts with various early childhood education agencies that employ a staff of more than 3,000 people to provide direct services to children from birth to five years old and their families within diverse communities throughout Los Angeles County.

This position provides program review and support services for delegate agencies in an assigned region; coordinates the work of a team of interdisciplinary specialists and consultants who assist in planning, identifying resources, assessing training needs, building organizational capacity, and monitoring program progress; and serves as the primary liaison between grantee administration and delegate agencies, agency boards of directors, agency boards of education, and policy committees.

The Well Qualified Candidate Will Possess the Following

  • Early childhood education, Head Start Performance Standards, and federal and state grant requirements

  • Project Management – Planning and tracking projects to ensure they are on-time, on-budget, and achieve their objectives
  • Cultural Proficiency – Modeling communication and interaction that respects and includes all individuals and their languages, abilities, religions, and cultures

Required Education and Experience
Education:  A bachelor’s degree in public administration, business administration, early childhood education, child development, social services or a field closely related to the job requirements of this classification from an institution of higher learning accredited by a regional accrediting organization recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing. 

Experience: Five years of experience directing and managing programs and/or special projects (e.g.., creating program policies and procedures, overseeing program services, ensuring adherence to program requirements, and identifying external resources and partnership opportunities) in a social services or early childhood education organization, including one year experience working with governing bodies, fiscal/budgetary requirements, strategic planning, human resources management, quality assurance systems and the development and implementation of communication and reporting systems. 

Additional Requirements: A valid California driver’s license, proof of insurability, and the availability of private transportation or the ability to provide transportation between job sites is required.  

Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19. 

Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a technical project and structured interview.
