About the Department

The purpose of this position is to perform semiskilled to skilled work in the collection and transport of refuse, recycle goods, leaves and limbs, white goods, and bulk items, requiring significant experience and skill in the operation of light and heavy-duty solid waste equipment.  An employee in this class will operate various types of equipment and vehicles, as well as perform manual duties, to collect and haul refuse, recycled goods, vegetative debris, furniture, appliances, etc. in the performance of daily operations.  Employees in this class primarily operate the side loaders and grapple trucks to perform their daily operations.  Employee will operate rear loaders, open body dump trucks or leaf vacuum trucks with trailers occasionally and may also train on and operate the front loaders, road tractors and trailers, and roll-off loaders.  Basic work requirements include operating the equipment, as well as directing and helping the ground crews collect and load refuse, recycle goods, vegetative debris, furniture, appliances, etc. as needed.  Employee may be required to work shifts and weekends during holidays or during the City’s recovery efforts after severe weather, hurricanes or natural disasters.  Employee performs work in accordance with established safety rules and regulations.

This job works under general supervision, independently developing work methods and sequences.  

Position Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Operates side loaders and grapple trucks to perform daily responsibilities, but may operate rear loaders, leaf vacuum trucks with trailers, front loaders, road tractors and trailers, and roll-off loaders on occasion. 
  • Serves as crew leader when ground crew staff are assigned to assist.  
  • Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
  • Collects various solid waste, including refuse, recycled goods, vegetative debris, white goods, bulk items, etc. and delivers it to the appropriate disposal facility. 
  • Performs general labor tasks to assist ground crews with picking up limbs, leaves, garbage, recycled goods, white goods, furniture, etc.  
  • Uses various hand tools to perform daily tasks, including shovels, rakes, pitchforks, brooms, etc.  
  • Assists with on-the-job training for subordinates and peers alike to help with skill development.
  • Cleans and sanitizes refuse and recycle collection equipment according to local City and State protocols. Ensures all safety procedures and protocols are in place and used effectively at all times.  
  • Works various shifts to operate equipment and assist with the City’s recovery efforts after severe weather and/or natural disaster events, including winter storms, hurricanes, high winds, etc.  
  • Records and reports ordinance violations by citizens; leaves door hangars explaining violation(s); takes pictures to record as proof and justification for corrective actions.
  • Prepares daily logs and other reports to track performance and completed tasks; uses computer and related software to input data.
  • Assists with delivering solid waste calendars for refuse and recycling services.  
  • Assists other departments and agencies as needed.
  • Performs related work as assigned.

Minimum Qualifications

  • Knowledge of the operational and preventative maintenance requirements for light and heavy duty solid waste equipment and vehicles assigned to perform primary duties.  
  • Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities.   
  • Knowledge of the traffic laws and regulations governing equipment operation. 
  • Knowledge of street locations and the geographic layout of the City.
  • Skill in the fundamental use of computers and basic administrative software applications. 
  • Skill operating and maintaining light and heavy duty solid waste equipment, and using basic hand tools.  
  • Ability to understand and follow specific instructions, both oral and written.
  • Ability to perform strenuous manual labor.
  • Ability to establish and maintain effective working relationships with other co-workers, supervisors, and the general public. 
  • Ability to respond with courtesy to citizens.
                                  

Other Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High School Graduation or GED equivalent.
  • Five years of operating heavy equipment or related experience or an equivalent combination of education, training and experience.

SPECIAL CERTIFICATIONS AND LICENSES:
  • Must possess and maintain a valid state class “B” commercial driver’s license with an acceptable driving history.
  • Possession of Transfer Station Operations Specialist Certification or ability to obtain within one (1) year of hire date.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs heavy work that involves constantly lifting, shoveling, and carrying 35 to 50 pounds on a regular and recurring basis and exerting 100 pounds of force on an occasional basis.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Extreme heat and/or cold; Wet or humid conditions.
    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
    • Traffic; Moving machinery.
