Job Title: PROCUREMENT SPECIALIST
Shift Schedule: 8:30 AM – 5:00 PM, Monday through Friday. May be required to report to work during inclement weather.
Starting Pay Range: $70,998.93 - $79,909.92, commensurate with experience.

JOB SUMMARY: The Procurement Specialist will exercise delegated contracting authority, subject to established approval and review procedures. This position creates and maintains centralized procurement operating procedures for Authority wide procurement processes. This position will directly impact fair and open competition and the cost, quality, and consistency of goods and services procured by the Authority.
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Execute purchasing and vendor processes across all Authority departments and monitor compliance with Authority rules.
- Create and manage requests for proposals and assist with evaluation of various proposals.
- Ensure the business and operational aspects of procurement are effectively and efficiently executed in compliance with the Authority’s policies including all federal, state, and local regulations.
- Plan, evaluate, and initiate approval of procurements and contracts.
- Develop statistical reports for different types of expenditures for management and departments.
- Cultivate Authority procurement initiatives and goals regarding minority and disadvantaged business contracting.
- Research market conditions, business developments, economic trends, availability, and related factors to ensure the Authority is pursuing appropriate procurement decisions.
- Analyze resources for government cooperative buying opportunities.
- Conduct training for Authority staff on procurement policies and procedures.
- Performs all other duties as assigned and directed.
- Administer and adhere to all Authority policies and guidelines.
KNOWLEDGE, SKILLS AND ABILITIES: The following generally describes the knowledge, skills and abilities required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
- Ability to draft and implement contracts and Requests for Proposal.
- Knowledge and use of different competitive purchasing processes (eg: RFPs, bids).
- Ability to take the lead on new procurement procedures.
- Ability to make detailed analyses of data and make recommendations.
- Confidently capable use of Microsoft Office Suite (Teams, Excel, and Word).
- Knowledge of Virginia and Federal procurement standards, preferred.
EDUCATION/TRAINING:
- College degree in related field, preferred.
EXPERIENCE:
- Four years of comparable experience maintaining procurement policies.
- Comprehensive experience with drafting and initiating contracts.
- Experience with government procurement, preferred.
CERTIFICATIONS:
- Virginia Contracting Officer (VCO) or equivalent, required or able to obtain within one year of employment.
- Virginia Contracting Associate (VCA) or equivalent, preferred.
SPECIAL REQUIREMENTS:
- Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
EQUIPMENT OPERATION: Personal computer, copier and phone system.
