The London Borough of Harrow Council is seeking a dedicated and detail-oriented Property Officer to join the Leasehold and Right to Buy Services team. This role is responsible for delivering a comprehensive and responsive service to leaseholders and freeholders within a designated patch. The successful candidate will manage a wide range of responsibilities including statutory consultation and billing for major works, right-to-buy processes, property assignments, annual service charge calculations and billing, income collection and recovery, leasehold enfranchisement, and the administration and enforcement of lease conditions. This includes addressing breaches such as anti-social behaviour and responding to service requests from leaseholders. The role requires a strong understanding of relevant contracts, legislation, and policy frameworks. To ensure a high-quality service, the Property Officer will work collaboratively with internal departments such as asset management and legal services, as well as external partners and advice agencies, and will be expected to work flexibly to support team coverage as needed.
About you:The successful candidate will have:
- Commonhold & Leasehold Reform Act 2002
- Landlord and Tenant Act 1985
- Housing Act 1980 & 1985
- Law of Property Act 1925
- Be able to interpret a range of leases and transfer agreements and apply this to resolve queries.
- Knowledge of the full statutory consultation process.
- Knowledge of service charge collection and arrears recovery action, issues, techniques, and processes.
- Good knowledge of service charge and major works calculation and billing process.
