At Noblis MSD we strive to be one of industry's top business partners for our Navy clients. We are actively seeking program/project management analysts to continue providing exemplary support to our partners at NSWC Philadelphia.
Responsibilities include:
- Conducting financial analysis:
- Tracking program financial burn rates and providing forecast estimates and recommendations
- Identifying variances to plan and budget and recognizing financial trends
- Developing and maintaining metrics and visual aids in support of program reviews
- Assisting Government PMs with developing yearly and quarterly budget requirements and end of Fiscal Year (FY) reconciliation
- Maintain comprehensive tracking systems to ensure the timely completion of deliverables; identify risks that may lead to delays
- Coordinating with engineers and technical leads:
- Gathering and reporting on program status
- Ensuring technical planning meets deliverable requirements
- Compiling documents to generate monthly program deliverables
- Providing guidance and monitoring charge code usage to ensure funding is expended prior to expiration while staying within budget
- Creating and monitoring schedules using MS Project; assist with development and tracking of Plan of Action for Milestones (POA&Ms) for related installations, programs, and projects
- Providing database and record keeping management
- Performing other daily administrative tasking as required
- Bachelor's degree and 5-7 years of experience
- US Citizen with an active security clearance at the SECRET level or higher
- Prior experience providing program and/or project management support to Navy or DOD clients
- Programmatic, financial and graphics support experience
- Experience with Excel (for financial tracking, VLookUps, Pivot Tables, formulas, etc.)
- Experience using Microsoft Office including Access, Project, and Visio
Additional consideration will be given to candidates with the following experience/skillsets:
- Knowledge of U.S. Navy programs, organizations, and functions
- Experience developing tools and metrics in MS Power BI or Power Apps
- Strong communication skills

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
