Summary

Under general direction of the Commissioners Court, provides executive level direction, management, and engineering oversight in a variety of resource protection, transportation and planning areas.  Directs and manages operations related to protecting the public health in Hays County, including subdivision and development planning and regulations, flood prevention, road construction and maintenance.  Ensures professional design review. Represents Hays County with a variety of regional planning entities.   Exercises professional and independent judgment in recommending programs and projects, staffing, and funding requirements.  Work requires extensive contact with the public, business and community leaders, contractors, special interest or trade groups, and governmental officials at all levels.

Position Duties

Strategic Planning & Leadership

  • Plans, organizes, directs, and evaluates all functions of the department, including the inspection of developments for compliance with County subdivision and construction standards, applicable State codes, and environmental regulations.
  • Leads the department’s short- and long-term planning, program evaluation, and strategic initiatives; establishes goals, objectives, priorities, schedules, and standards; and ensures projects are completed on time and within budget.
  • Studies and standardizes departmental policies and practices to improve efficiency and effectiveness.
  • Coordinates and advises Commissioners Court, making formal presentations on local and regional planning policies and project status.

Infrastructure & Project Management

  • Oversees all road and bridge construction, repairs, and renovation projects, including right-of-way acquisition, traffic engineering, and drainage and water quality protection projects in compliance with standard engineering practices, EPA, and TAC 30 Chapter 213 storm water regulations.
  • Serves as liaison to architects, engineers, consultants, CAMPO, CAPCOG, and other regional committees; coordinates with municipalities, transportation agencies, and County departments to develop cost-sharing projects and transportation plans that reduce congestion, enhance mobility, and improve road safety and quality.
  • Directs or participates in site selection, feasibility studies, budget and cost estimation, and planning for new projects; evaluates requests, license agreements, and permitting requirements.
  • Prepares, reviews, and manages contracts, bid specifications, and procurement of professional services; negotiates agreements; and tracks contractor performance, deficiencies, and pay applications to ensure compliance and quality control.

Financial Management

  • Develops and administers the department’s annual budget, including road bond management, estimates for labor, materials, and equipment, and financial reports on the Road and Bridge fund.
  • Identifies funding opportunities such as Texas Department of Transportation projects and grants to support infrastructure and transportation initiatives.

Staff Development & Organizational Leadership

  • Supervises and manages staff, including hiring, training, performance appraisals, discipline, and recognition; ensures adherence to policies, procedures, safety standards, and regulatory requirements.
  • Coordinates and works closely with officials, department heads, outside suppliers, and partner agencies; serves as a professional technical advisor and represents the department and County in meetings, community events, and media interactions.

Community & Intergovernmental Relations

  • Maintains productive relationships with elected officials, partner agencies, stakeholders, and the public.
  • Represents the County at meetings, seminars, conferences, and public events; provides informational programs and workshops to County officials and the public.

Minimum Qualifications

  • Bachelor's degree in Civil Engineering or a related field.
  • Ten years experience in roadway design, construction, and maintenance, county and/or city
    planning, governmental management, or related field.
  • Five years of professional management and leadership experience in transportation management or construction project management for medium or large projects.
  • Education may be substituted with related experience on a year for year basis.

Other Qualifications

Certificates, Licenses, and Registrations Required
  • Texas driver's license.
Preferred Qualifications
  • Registration as a Professional Engineer (P.E.) in the State of Texas preferred.
  • Master’s degree in Civil Engineering, Public Administration, Urban or Regional Planning, or a closely related field.
  • Proven track record of leading multi-million-dollar transportation or infrastructure projects from planning through completion in a governmental or public-sector environment.
  • Experience representing organizations with regional planning entities such as CAMPO, CAPCOG, or similar metropolitan planning organizations.
  • Demonstrated success in securing and managing state or federal infrastructure grants, including compliance with EPA, TAC 30 Chapter 213, and other regulatory requirements.
