Job Description
Candidate must be competent to perform contract work that includes request for information, two-step solicitations, request for proposals, sole source, special procurements, and cooperative agreements. Handles work that involves research and development in accordance with District policies and legal requirements.
The Contract/Compliance Specialist – Senior/Construction, also assists in developing, implementing, and analyzing compliance procedures to measure program and project effectiveness. Provides technical training, program audits and contract performance monitoring, and maintains compliance data for analytical analyses and reporting in support of annual forecasts and goals.
The candidate has extensive knowledge and technical competence in contract administration, negotiations, and processes utilizing various concepts, practices, and procedures. Demonstrates research, investigative, and evaluative skills, as well as excellent verbal communications skills.
Employment Guidelines/Experience:
Bachelor's Degree in Business Management or Administration, Accounting, Finance, Economics, Law, Purchasing or related field and 6+ years’ experience of substantively responsible work in government acquisitions, contract administration and execution including contracting compliance with latitude for creativity and decision making, preferably in a public sector organization
License(s) / Certification(s):
Contracting professional certification is preferred.
Valid State of Florida Driver's License required.
Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
Occasional site visits to field locations require travel over rugged terrain.
