SUMMARY
Reporting to the National Director, Real Property Management Services (RPMS), the National Support Specialist, RPMS, provides integral support to developing and managing the rollout of RPMS service line initiatives. The National Support Specialist is responsible for planning, delivering, transitioning, and sustaining national RPMS initiatives, such as training and policy development, to meet service line objectives and goals. The National Support Specialist prepares general and technical resources that support DCC practitioners involved in portfolio management support, facility management, maintenance planning, development planning, energy management and the delivery of spatial data services. The incumbent also develops creative solutions to problems, manages project risks, develops strong working relationships with stakeholders, and ensures the service line supports cross-team collaboration, and quality and timeliness of deliverables.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
- Provide functional leadership and project management for RPMS initiatives, including input into configuring and implementing Software as a Service tools
- Design, develop, deploy, support and maintain national service line guidance and training materials
- Develop, recommend and ensure implementation of service line policies and procedures
- Support and/or lead the development and implementation of national service line initiatives
- Leverage Client-Partner, DCC and service line knowledge, skills and experience to navigate uncertainty, ambiguity and complexity in the delivery of real property management services
- Present deliverables that include and interpret complex ideas and information, supporting the delivery of training of all types
- Manage all assigned deliverables with a specific focus on scope, schedule, cost and quality
- Define performance metrics for training and other deliverables, monitor and report on implementation and make recommendations for improvement
- Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
- Ensure quality standards are met, in line with corporate and Client-Partner expectations
Other
- Provide technical support to regional service line leaders on the planning and implementation of national service line initiatives
- Manage risk

SKILLS
General and Specific Knowledge
- Extensive knowledge of best practices, methods and trends in asset management planning and capital management software
- Knowledge of best practices, methods and trends and in real property, land use, energy management and facility maintenance
- Knowledge of database design, statistics and data sciences
- Knowledge of best practices and trends in Building Information Modelling and geospatial data systems
- Extensive knowledge of DCC and of Client-Partner defence infrastructure policies, practices and procedures
- Knowledge of best practices in project management
- Knowledge of Treasury Board Secretariat policies and procedures
Formal Education and/or Certification(s) and Experience
- Minimum: university degree in engineering, architecture, data sciences, computer science, business or related field with eight years’ relevant experience, or the equivalent
- Preferred: the minimum qualifications plus experience using computerized maintenance management systems and/or capital asset management software and certification/experience in project and program management
Abilities
