The World Bank Treasury (TRE):

Treasury Risk, Compliance, and Controls Team:
The Treasury Risk, Compliance, and Controls Unit (TRERC) work program is focused on ensuring a robust internal control framework, mitigating operational and business continuity risk, while fostering Investment Compliance for client and proprietary portfolios at the pre-trade stage. Key deliverables include the Internal Controls over Financial Reporting (ICFR) review program, the Service Organization Controls (SOC1) report for asset management activities, and ongoing Pre-Trade Compliance monitoring for investment trades. The unit also implements the Access Control framework for TRE IT systems, maintains the inventory of Treasury business processes, and provides secretariat functions for the Treasury Operations Committee. To ensure independence, TRERC staff reports directly to the VP and Treasurer of the World Bank. TRERC staff members are located in World Bank's offices in the United States and Bulgaria.
Duties and accountabilities:
This ETC will be located within TRERC’s Investment Compliance and Pre-Trade Surveillance Team in Washington, DC. In this regard, the primary responsibilities of this position will include, but are not limited to, a combination of the following activities:
1. As part of a team, maintain, review, and improve the 1,000+ pre-trade rules in Bloomberg’s Compliance Manager (CMGR) and ensure Investment Guidelines, internal policies, restrictions, and limits are reflected accurately and timely in CMGR for client and World Bank portfolios.
2. On a daily basis, monitor, investigate, and resolve any exceptions triggered in the Compliance Violations Manager (VMGR)., and as necessary liaise with internal and external stakeholders (Bloomberg staff, TRE traders, Credit Risk Officers, and TRE operations colleagues), to investigate and resolve pre-trade compliance related issues.
3. Support the successful implementation of new clients and growth of existing clients, including complex investment mandates. As needed, review legal agreements, create and maintain compliance rules in the CMGR module for new and existing clients.
4. Interact with TRE and IT staff to capture business requirements and technical specifications to develop modern system solutions including AI, to enhance TRE's compliance framework, Bloomberg AIM platform, and others as necessary.
5. Collaborate with trading counterparts to meet their Know Your Customer (KYC) requirements and respond to KYC requests promptly.
6. Analyze business processes to identify improvement opportunities, improve controls, and utilize latest generation IT tools to enhance automation and reduce operational risk in daily production activities.
7. As required by the TRERC manager or supervisor, support other relevant aspects of the unit's work program.
Selection Criteria
1. Master’s or bachelor’s degree in finance, Business, Risk Management, Computer Science, Data Science, Engineering, or a related field relevant to this position.
2. For bachelor’s degree, at least three (3) years of relevant experience in the capital markets or investment management industry, with strong knowledge of financial instruments.
3. Strong proficiency in Excel, Word, PowerPoint, Microsoft Power Platform tools (Power BI, Power Automate, and Power Query), Python programming and other AI tools.
4. Strong database management and analytical skills, with a proven track record of effectively manipulating, analyzing, and interpreting large datasets. Experience working in AI, machine learning frameworks, and Python programming.
5. Excellent verbal and written communication skills in English, and ability to communicate well at all levels with technical as well as non-technical stakeholders.
6. Highest ethical standards and a high degree of self-motivation and drive for high performance, while instilling a culture of fun, respect for others, and care in the workplace.
