Job Description

This position is responsible for locally administering the District’s regulatory program in Lee, Collier, Hendry, and Charlotte Counties. The regulatory program objective is to balance responsible development with natural system enhancement and protection, and to protect the supply and quality of water resources. The position will regulate the management and storage of surface waters and the dredging or filling of wetlands through Environmental Resource Permits.

The Administrator leads and manages staff in the review of Environmental Resource Permit (ERP) applications in accordance with new or established criteria, accepted hydrologic and surface water hydrology principles, and routine or complex surface water activities. In addition, there is responsibility for the post-permit compliance program, including site inspections, the implementation and monitoring of mitigation activities, construction certifications, and enforcement actions, to ensure that permitted activities are within the terms of their permits and that non-permitted activities are properly rectified. 

There will be considerable interaction with the Regulatory Administrators and Section Leaders located throughout the District in order to collaborate on regulatory strategies, rules, and other issues. Goals of these interactions include striving for consistency, excellence, and continual improvement in all aspects of the regulatory program, implementing state and federal legislation, and collaborating on District-wide programs and initiatives. The position serves as decision maker for the section’s day-to-day and long-term operations, working in close coordination with the Bureau Chief, and other Regulation Administrators across the organization.

The position also provides technical advice to other South Florida Water Management District units and external organizations, as a representative of the District. Requires knowledge of advanced stormwater management concepts, Environmental Resource Permitting rules and regulations, applied mathematics and experience in the use of state of-the-art computer hardware and software.

The Administrator will regularly participate in special projects and program teams.  They will contribute to rule making efforts, policy implementation, workload management and trends through enhanced metrics with the goal of allocating and managing available resources according to needs.  The Administrator develops annual performance plans for direct reports that include clear and measurable goals aligned with both section and the bureau business plan and addresses all HR and performance issues in a timely basis.  

Occasional travel is required for purposes such as inter-agency coordination meetings, internal training sessions, pre-application meetings with permit applicants; compliance site visits; and delivering presentations to the regulated community, local governments, homeowner groups, and non-governmental organizations.

The successful candidate will have knowledge of water resources management, environmental sciences, hydrology, engineering, and environmental regulation, and relevant regulatory legislation and administrative rules. Requires leadership and team-building skills, and the ability to communicate effectively with staff, management, and the regulated community. Ability to organize, delegate, and quickly review assignments. Ability to administer agency policy and procedures, including regulatory permitting, compliance, and enforcement.

Employment Guidelines
Bachelor's Degree in a related discipline, with a Graduate level degree preferred, and 10+ years related experience that demonstrates measurable career progression in discipline and leadership roles that can be directly applied to support the District's strategic goals and objectives. Typically, this includes experience in both technical development and six years of increased supervisory accountability. Prior experience from either internal and/or external positions can be applied.

Prior experience analyzing ERP application documentation, preparing staff reports, using regulatory databases, and familiarity with SFWMD business processes is preferred. The candidate must be extremely organized and have the ability to work in a deadline-driven environment.

License(s)/Certification(s):
Valid State of Florida Driver's License

Additional License:
Registration as a Florida Professional Engineer (P.E.) is required. Alternatively, candidates with a P.E. from other states must receive their State of Florida P.E. through endorsement/reciprocity within six months of employment  

Physical Requirements/ Working Environment:
  • Able to lift at least 40 pounds.
  • Both office and field work are required. Field work may be conducted throughout the year including inclement or harsh weather conditions.  Field work often includes on and off-road vehicular travel and occasional helicopter surveillance.
  • Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
