The City of Portland Bureau of Environmental Services (BES) is seeking a Financial Analyst I to join the Financial Services Division of the Business Services Group. Financial Planning, within the bureau’s Financial Services Division, is responsible for ensuring the financial success of a large and complex municipal sewer and stormwater utility bureau with an annual budget of over $1.6 billion and with debt outstanding of $1.4 billion. Financial Planning provides budget development, financial/economic analysis, forecasting, debt management, sewer and stormwater rate and fees development (in excess of $450 million annually), policy analysis and recommendations, and wholesale service contract development and administration.
The Financial Analyst I, under direction from the Financial Planning Manager, will be responsible for independently working with division managers to develop, update, and monitor division budgets within the Director’s Office, Business Services Group, and Watershed Operations and Maintenance Group (approximately $76 million). This position will independently maintain and improve systems and processes to monitor and report detailed bureau-wide budget/actual expenditure and revenue information, over $1 billion annually, using tools including Microsoft Office, SAP, and Power BI.
The position will be responsible for budgeting interagency agreements, the capital improvement plan, grants, and vehicle replacements with the assistance of subject matter experts and oversight of other Financial Planning Group members. There will be independent interaction with internal and external bureau partners to align the budget to agreements, ensure consistency, and make changes when necessary.
Additionally, the position will assist senior level staff in the development of utility rate and fee setting and assist in financial forecasting, developing and monitoring of performance metrics, and other tasks as they arise. The work done by this position will provide more complete, accurate, and robust financial information ultimately allowing leadership to make more informed budget decisions.

- Ability to assemble financial data and prepare clear, concise, and comprehensive technical documents, reports, illustrations, and other written materials.

- Experience using the principles and practices of sound business communication, including the ability to present ideas clearly, logically, and persuasively in a non-technical manner to diverse audiences.
Additional Requirements
A bachelor’s degree in Business Administration, Finance, Economics, or a related field, or equivalent work experience, is preferred. Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
