SUMMARY: Manages the Building division work group of the Planning and Building Services Department, through 
appropriate delegation and work supervision; reviews building plans, enforces building codes, and assures that Building 
Division activities are in compliance with all state laws, policies, and regulations.
PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
• Manages, plans, directs, and evaluates the overall operational activities of the Building Division work group, including 
monitoring field inspection and plan review workload, and the efficiency and effectiveness of services provided; uses 
professional knowledge of building safety and code enforcement, growth management theory, and public policy to 
manage staff and projects; identifies opportunities for improvement and develops recommendations.
• Interprets, administers, and enforces the building, plumbing, mechanical, and property maintenance codes regulating 
building structures; meets with the public and contractors to explain, interpret, and discuss building safety codes, 
services, and related codes; promotes public understanding of Planning and Building activities. 
• Manages, trains, motivates, and evaluates assigned staff; assigns tasks and projects, and monitors staff performance.
assures appropriate training is provided; conducts performance appraisals, and counsels' employees on performance
issues: meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress in
order to anticipate technical problems and customer service issues.
• Assists in the development and implementation of Planning and Building goals, objectives, policies, and priorities for 
building inspection, code enforcement, plans examination, and administration; recommends service and staffing levels 
to the Director of Planning and Building Services. 
• Manages building permit project review, reviews building plans and specifications, checks calculations of construction
plans to verify compliance with building codes; reviews and approves permit applications and technical documents.
Completes forms necessary for the issuance of permits and scheduling required inspections; re-reviews building plans
as needed to verify that identified deficiencies have been corrected prior to final approval.
• Supports the relationship between the Teton County staff and the general public by demonstrating courteous and 
cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues 
and County information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS:
Education and Experience:
• Associate’s degree in construction technology, Engineering or related field
• Five years’ experience in building inspection, code enforcement, and plan review programs
• OR equivalent combination of training, education and experience
Required Licenses and Certifications:
• Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
• International Code Council (ICC) Building Official certification is required, depending on the needs of the County,
incumbent may be required to obtain additional technical certifications.
Required Knowledge of:
• County policies and procedures, and state and federal laws and regulations governing building and safety codes.
• Principles and practices of the construction industry and building trades.
• Methods, procedures and techniques for evaluating technical compliance.
• Methods and techniques of inspecting a variety of plans, buildings, and technical documents.
• Principles and practices of building, electrical, mechanical, and plumbing inspections.
• Occupational hazards and safety precautions in construction areas.
• Environmentally responsible and resource-efficient community development techniques.
• Techniques and practices for effective and efficient management of allocated resources.
• Principles and practices of public sector administrative management, including performance management, personnel 
rules, project management, accounting, budgeting, and procurement.
• Records management and customer service principles, protocols, and standards.
• Standard and specialized computer software applications, including Geographic Information System (GIS).
Required Skills in:
• Interpreting and applying building and safety standards, state and Federal regulations, department standards, and 
County policies and procedures.
• Reading and interpreting building plans and technical specifications, and checking details, estimates, plans, and 
specifications of projects. 
• Performing building inspections for compliance with building and safety codes, and detecting deviations from plans, 
regulations, and standard construction practices.
• Providing advice and consultation on standard construction methods and requirements.
• Using initiative and independent judgment within established procedural guidelines.
• Establishing and maintaining cooperative working relationships with County employees, representatives from other 
government agencies, community groups, and the Planning Commission. 
• Assessing and prioritizing multiple tasks, projects and demands.
• Responding to public inquiries and providing information on departmental services, programs, policies, and procedures.
• Providing effective customer service, resolving conflicts, and dealing tactfully and courteously with the public.
• Managing staff, delegating tasks and authority, and coaching to improve staff performance.
• Maintaining accurate and interrelated technical records and identifying and reconciling errors.
