About the Department

Responsible for providing leadership and direction to ensure that Thomas J. O’Connor Animal Control & Adoption Center core operational functions are achieved at the highest standard in accordance with the City of Springfield as well as local, state, and federal regulations.  Effectively oversee and manage both Animal Control and Adoption Center departments.  Works directly with the Executive Director to ensure fiscal responsibility of the organization and to formulate and implement operational policies, procedures, and strategic goals. 

Position Duties

  • Provide direct supervision of the following TJO staff:    Shelter Supervisor, Animal Control Supervisor, Volunteer & Special Projects Coordinator, and the Veterinarian.   
  • Regularly meets with supervisors to ensure each department is in compliance with local, state and federal regulations and in alignment with the mission of TJO Animal Control & Adoption Center.  
  • Oversee, monitor, and evaluate program effectiveness of Animal Control Department and Adoption Center. This includes statistical analysis, report creation and presentation.
  • Implements department improvements, ensuring efficient use of resources and effective operations.
  • Work with supervisors to ensure that staff have the tools, resources, and support needed in order to meet all animal control and shelter operational needs. 
  • Oversee, monitor, and evaluate the implementation of TJO policies procedures to ensure that best practices are being met as set forth by Association of Shelter Veterinarians and National Animal Control Association. 
  • Responsible for various financial tasks including procurement requests, billing, and invoicing. Works with supervisors to ensure that departments are monitoring spending and working within budget allocation.
  • Oversees and coordinates all aspects employee management.   This includes ensuring appropriate staffing levels, payroll, the hiring process, supervision, and performance evaluation.
  • Manage and develop effective staff: provide effective communication, leadership, guidance and resources. Determine staff qualifications and competency: recruit, interview, select, hire, train, orient, mentor, evaluate, coach, counsel, discipline, and reward. Establish and monitor staff safety and regulatory compliance.
  • Provide mentorship, guidance, coaching, and training to supervisors and support development practices to ensure productive, collaborative day-to-day shelter operations.
  • Ensure program grant compliance, and quality of services and evaluations.
  • Create opportunities for all staff to meet their goals for growth. Develop leadership capacity and provide effective continuing education opportunities for department.
  • Lead coordination and integration of efforts among all staff to produce smooth workflow and more effective processes.
  • Oversee, evaluate, and modify the overall process of appropriate flow of companion animals through shelter departments. 
  • Monitor Length of Stay to ensure timely outcomes for all animals.
  • Lead and direct the TJO team to ensure the highest level of people care is delivered to staff, volunteers, patrons, donors, partners, and vendors.
  • Develop and oversee euthanasia content and training program under the guidance of TJO Veterinarian.
  • Maintains appropriate relationships with other public service organizations, municipal governments, vendors, news media, and the community to enhance the facility’s image and to aid in attaining its objectives.       
  • Preforms other related duties as required.

Minimum Qualifications

  • Management experience in an animal control, animal shelter, or similar organization
  • Knowledge of city, state, and federal laws as they pertain to companion animals
  • Proven ability to develop staff
  • Experience in building and leading effective teams
  • Excellent interpersonal communication skills
  • Ability to effectively communicate in writing
  • Strong organizational skills with high attention to detail
  • Ability to utilize effective problem solving/decision making skills
  • Proficiency in Microsoft Office programs (Word, Excel, PowerPoint)
  • Experience developing and monitoring budgets
  • Ability and skill to deal with unruly, vicious, and dangerous animals in a humane manner.
  • Good oral and written communication skills, ability to deal diplomatically with
  • the political system and the public. Possess the ability to handle a stressful work load.
  • Computer program literacy is essential to meeting the requirements of the position.

Other Qualifications

  • Bachelor’s degree from an accredited college or university with major course work in business administration or a related field AND four (4) years of experience in a supervisor role with an emphasis on animal care and control; OR, any equivalent combination of eight (8) years.
  • Must attend the Massachusetts Animal Control Institutes Core Competencies Training within one year of employment.
