ATSC is currently seeking a Chief Operating Officer (COO) to join our team in Gilbert, AZ to oversee the daily operations of a company, ensuring efficiency and alignment with the overall business strategy. ATSC’s primary product lines include C5ISR systems, Air Drop Delivery Systems, and Lighter Than Air Systems.  

PRIMARY PURPOSE

The Chief Operating Officer (COO) will report to the CEO.  In this position the COO will be responsible for leading all aspects of the division to include, but not limited to, the day-to-day and long-term success of programs and operations. Responsibilities include shaping the portfolio of work to meet the most important needs of our clients, anticipating client needs and building an analytic capacity to meet current and future demand, and ensuring that the division’s work and service to our clients are relevant, timely, high quality, on budget, and delivered in a form that is useful to decision-makers. The COO is also responsible for identifying, developing, and retaining a diverse workforce, which includes members of the division’s management team.  The COO provides insightful and credible leadership to the leadership team on DoD/DHS engineering Analyses and Corporate leadership and provides support, direction, and solutions that are creative and forward-looking. This leadership role also carries with it personal and corporate responsibility to build and sustain a respectful workplace.

 

 JOB DESCRIPTION AND/OR DUTIES

  • Develop and shape ATSC’s strategic direction and long-term vision.
  • Operational Leadership: Oversee daily operations of the company and the work of functional leads (e.g., Business Development, PMO, Operations, Quality, etc.).
  • Strategic Execution: Translate strategic goals into actionable plans, processes, and performance metrics across departments.
  • Performance Management: Establish policies that promote company culture and vision and monitor internal KPIs to drive growth and profitability.
  • Cross-functional Coordination: Ensure seamless collaboration between departments and alignment with long-term business objectives.
  • Risk Management: Identify and mitigate operational risks, ensuring compliance with industry regulations and internal policies.
  • Process Optimization: Develop and implement systems for tracking and optimizing operational performance, scalability, and cost-effectiveness.
  • Talent Development: Build high-performing teams and mentor department leaders, fostering a culture of accountability and innovation.
  • Stakeholder Communication: Represent the company in meetings with partners, vendors, and stakeholders as needed.
  • Collaborate with the CEO and other executives to develop and implement operational policies and strategies that align with the company's goals.
  • Oversee the development and execution of focused programs of research that align with senior leadership priorities.
  • Maintain and develop strong and effective sponsor relations to ensure the work of the division supports the needs of their leadership.
  • Oversee the division’s Engineering and Business Development efforts to secure task-order funding to augment the division’s line-item funded research program and to support ATCS’s ceiling attainment.
  • Ensure the division organization, staff, and core mission are aligned with the evolving challenges and needs of our sponsors.
  • Work collaboratively with internal and external partners to ensure broad exposure to the division’s analytic products through a variety of venues and media platforms to maximize impact of the work.
  • Ensure high standards of quality and relevance are met and consistently deliver timely, high-quality research and analyses to sponsors.
  • Oversee and manage the Companies Sensitive Compartmented Information Facility (SCIF) and coordinate classified work requirements internally and externally with the US government security professionals. Develop and maintain strong working relationships with key security professionals supporting contract-related security requirements.
  • Ensure compliance with regulatory requirements and manage operational risks to protect the organization’s assets and reputation. Exercise sound financial management of the division
  • Work collaboratively with ATSC human resources team to recruit and retain a high quality, diverse staff sized to execute the division’s work in a timely fashion.
  • Lead and develop a high-performance management team, fostering a positive work environment and promoting employee engagement and retention. 
  • Mentor and provide coaching and guidance for the professional development of the staff.
  • Build effective, high functioning teams and select and develop the division’s leadership team. Set clear objectives and measures and hold staff accountable for outcomes. Motivate and coach direct reports to acquire skills and capabilities that contribute to a high-performance team.
  • Leverage various approaches to communication to ensure employees are aligned with organizational goals and regularly receive other timely information. Engage employees and promote a collaborative work environment.
  • Perform other duties as assigned by the CEO.

 

JOB REQUIREMENTS

  • An advanced degree in engineering fields relevant to the division’s research portfolio is required.
  • Proven experience in a senior management role, preferably as a COO or in a similar capacity, with a strong understanding of corporate finance and performance management principles. 
  • At least 10 years’ experience in DOD and/or DHS is preferred along with a detailed understanding of the systems engineering lifecycle.
  • C5ISR program management experience or experience as a director of large C5ISR defense contractors is required.
  • Thorough knowledge of the Department of Defense, DHS is desired.
  • Technical and practical knowledge sufficient to understand specific technical and operational needs of sponsors is required.

  • Ability to understand and objectively critique projects being carried out and identify areas or methods of improvement.
  • Proven ability to handle a variety of demands simultaneously and thrive in a complex environment with multiple, competing priorities.
  • Experience in recruiting, managing, developing, retaining, and objectively evaluating performance of research staff, program/project managers and other professionals.

Security Clearance:

This position requires the ability to obtain and maintain an active Top Secret/Sensitive Compartmented Information (TS/SCI) and higher security clearance. Preferably, the candidate will already hold an active TS/SCI security clearance.

Physical Demands & Work Environment

  • Work is typically in a professional office environment and may require travel to various company locations or meetings. 
  • While performing the duties of this job, the employee is regularly required to stand, sit, bend, kneel, demonstrate manual dexterity, climb stairs, talk, hear and see.
  • Must have the ability to lift 25pounds.
  • Must be able to read, write and speak English.
