About the Department

The Cosumnes Community Services District ("District") is seeking to hire a full-time Volunteer Coordinator in the Parks and Recreation Department - Recreation Division to join our team.

Under direct supervision, plans, coordinates, promotes, maintains, and evaluates the parks and recreation volunteer program that supplements existing and/or new department services. Identifies, develops, coordinates, and participates in volunteer community service projects in collaboration with local community groups. Builds capacity for expanding volunteer program through community partnerships and leadership development. Promotes volunteerism across the district through outreach initiatives, educational awareness, generates and maintains volunteer program data management, and records. Serves as a liaison between the Parks and Recreation and the Fire Department volunteer programs.

Salary Information
The salary range for the Volunteer Coordinator classification is between $30.74 - $43.25 hourly. The District typically appoints new employees at step 1 of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge and shall be no more than mid-point of the salary range.


Position Duties

The following duties are intended only as illustrations of the various types of work that may be performed. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required.

• Plans, organizes, and coordinates volunteer projects and programs within CSD parks and open space areas;
• Analyzes program and system needs and works with staff to identify projects that are suitable for volunteer work;
• Plans, coordinates, implements, evaluates, and develops recommendations to improve a variety of parks and recreation programs, special events, and community outreach activities;
• Recruits, orients, evaluates, and recognizes volunteers and docents;
• Schedules, trains, and manages volunteers and docents;
• Coordinates interactions with partners, volunteers, staff, contractors, licensees, and lease-holders;
• Serves as a liaison with the Cosumnes Fire Department’s Community Emergency Response Program;
• Collaborates with CSD staff, other public agencies, community organizations, and partners to secure and schedule programs, special events, and/or the special use of park facilities;
• Builds relationships with community organizations to facilitate volunteers for CSD programs and projects.
• Explains and interprets park policies and procedures to volunteers, cooperative partners, and others under agreements or contracts;
• Prepares correspondence and writes reports related to departmental programs; may present to various groups;
• Generates, reviews, approves, and coordinates the distribution of a variety of program-specific materials for marketing, informational, outreach, or educational purposes;
• Initiates supply and equipment orders for park programs and events, and manages related inventory in accordance with CSD policy;
• Gathers, develops, furnishes, and maintains accurate data, records, and files of departmental programs, activities, and operational expenses to assist in grant writing and reporting;
• May assist in preparing and monitoring a subsection of a program or facility budget;
• May perform minor custodial duties related to maintenance of park facilities, exhibits, and open space;
• May supervise staff responsible for assisting in the facilitation of day-to-day operations or specialized programs;
• Maintains program standards and enforces rules and regulations of programs and facilities as mandated by CSD policies;
• Conducts work tasks safely and in compliance with department safety standards and the CSD Injury & Illness Program;
• Researches and provides other assistance on special projects as assigned;
• Required to work a variety of shifts, including, but not limited to, evenings, weekends, and holidays, to meet the needs of the Department;
• May secure revenue and/or in-kind donations related to areas of assignment;
• May perform higher-level duties in the absence of staff as necessary;
• Performs various related essential duties as assigned.

Minimum Qualifications

Any equivalent combination of training and experience that provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. The education or experience requirement may be modified or waived at the sole discretion of the General Manager. At least one of the education or experience requirements must be met; however, both requirements cannot be modified or waived. A typical way to obtain knowledge and skills would be:

Education and Training:
• Bachelor's degree from an accredited college or university in Recreation or a closely related field to the program area(s) assigned;

Substitution of Education:
Certain assignments may require certifications. When certifications are listed as being required in the job announcement, those certifications must be obtained by time of appointment and must be retained throughout employment as a condition of employment.

Experience:
• Two (2) years of increasingly responsible work experience or equivalent community/volunteer service in the field(s) to which the position is assigned.
• One (1) year of managing, leading, or organizing volunteers for a program or activity.

Special Requirements:
• Possession of, or the ability to obtain, First Aid and CPR/AED certification within the first sixty (60) days of employment; certification must be maintained through employment;
• Must possess a valid California class "C" driver's license, with a satisfactory driving record as determined by the District insurance carrier and maintain it throughout employment.

Knowledge of:
• Current methods, techniques, principles, and procedures used in good internal and external customer service;
• Current methods, techniques, principles, and procedures used in planning, organizing, scheduling, coordinating, and evaluating recreation programs or facilities;
• Techniques and strategies for recruiting, leading, training, supervising, and mentoring staff and volunteers;
• Techniques for organizing and motivating groups;
• Basic supervisory principles, including training and evaluating performance;
• Personal computer operation, including currently used programs such as those in the Microsoft Office Suite; 
• General procedures for ensuring public safety;
• Basic operation of automated office machines;
• Basic arithmetic including addition, subtraction, multiplication, and division; calculation of decimals, ratios, percentages and fractions;

Ability to:
• Effectively and tactfully communicate both orally and in writing with program participants, facility users, independent contractors, vendors, CSD personnel, and the public;
• Utilize and prepare reports and forms such as, but not limited to, accident, incident, and behavior reports; emergency, registration, and Hold Harmless forms using a prescribed format and conforming to all rules of punctuation, grammar, diction, and style;
• Recruit, train, motivate, direct, supervise, and monitor volunteers, docents, contractors, and staff assigned to implement park and recreation programs;
• Lead the work of others, including assigning, reviewing, and planning of work while providing clear instruction and guidance on a day-to-day basis;
• Promote staff development and motivation;
• Proficiently operate computer programs such as those in the Microsoft Office Suite; learn and use District software;
• Analyze problems that arise in the areas of assignment, including, but not limited to, recommending and implementing solutions to resolve minor staff or participant conflicts;
• Utilize a variety of reference books and manuals, including Personnel Handbook, Dictionary, computer manual, reservation policies, and the CSD Activity Guide.

Typical Working Conditions
Work is typically performed in an office environment and/or outside in various types of weather. Incumbents may be exposed to noise, moisture, dust, vibrations, heat, and cold. In designated positions, work may require travel to and from off-site locations throughout the District.

Position will require weekend and evening shifts based on programs and projects.


Other Qualifications

THE PROCESS:

Application Review (Pass/Fail): All applicants must complete and submit an application by the final filing deadline. Applications will be reviewed for possession of minimum qualifications and evaluated according to the essential functions of the job and other needs of the position.

  • Supplemental Questions: The supplemental questions are considered a part of the application process. All required questions must be completed before the application can be submitted. The supplemental questions will be used to evaluate the relevance, level, and progression of the applicant's education, training, and experience. Depending on the size of the applicant pool, the supplemental questions may be used as a part of the supplemental screening.
  • Supplemental Screening: The district will review the responses to the supplemental questions of all candidates meeting the minimum qualifications. The most competitive candidates in the applicant pool will be selected to continue in the selection process.

Oral Panel Interview - All candidates who pass the application review will be invited to participate in an oral panel interview. The first round of interviews will be on Thursday, September 11, 2025.

Notification: Candidates will be notified of their status after completing the first interview phase.
 
Final Interview - Candidates who pass the first interview panel may be invited to a final interview. The final round of interviews will be on Thursday, September 18, 2025.
 

Conditional Offer: Candidates selected from the process receive a conditional offer of employment contingent upon the successful completion of the following:
Reference Check: Verification of work performance and employment history
Background Check:  A State of California, Department of Justice criminal background check;
          Driving Record:  A State of California, DMV driving record printout will be required, upon successful 
           completion of the background check.

Upon successful completion of the background check, candidates must complete the following before final appointment:
  • Medical: A clear physical, drug, and/or tuberculosis screening will be required.
  • Work Eligibility: The District participates in E-Verify to confirm authorization to work in the US.
Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment.

Probationary Period: A probationary period of one (1) year is the final phase of the selection process.
