Under general direction, performs administrative and advanced professional engineering work and performs a variety of technical tasks relative to area of assignment.
Position Duties

- Follows personnel and department policies and operating procedures; demonstrates respect, tact, and courtesy to coworkers, contractors, consultants, and general public.
- Plans, organizes, and manages the activities of assigned staff within department.
- Reviews, evaluates, and approves civil engineering studies, designs. or plans for area of assignment.
- Coordinates city projects with other departments, municipalities, and agencies.
- Prepares written and oral reports for City management, City Council, other departments and the public.
- Coordinates communication of engineering issues within the department and organization.
- Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, attending classes or participating in developmental activities.
- Represents the City on professional and technical committees.
- Depending on area of assignment, operates city vehicles.
- Performs other related duties as assigned.
Engineering:
- Provides technical engineering recommendations, advice and guidance to management and other City departments.
- Performs project management, oversight and administration of contracts for engineering studies, and design and construction projects by preparing solicitation documents, evaluating and recommending contract awards, issuing Notices to Proceed, processing submittals, progress payments, change orders, directives and project close out documentation.
- Works with Council office, council approval as required and makes presentations at council meetings as required.
- Works with City Attorney’s Office regarding contractual approvals or issues. Works with public information consultants in conveying project to stakeholders.
- Makes technical reviews and provides recommendations regarding schedules, studies, designs and reports prepared by consulting engineers.
- Works with staff to deliver the Capital Improvement Program as administered by the Engineering Department.
- Resolves field construction or office problems by analyzing issues and implications of resolution and convey solutions to partner departments.
- Drafts changes to City engineering design standards and details.
- Conducts field inspections of project sites and works with consultants to effectively accomplish projects.
Land Development:
- Manages the work and approves payment to outside consultants and contractors.
- Signs and seals engineering plans, reports, specifications and contract documents.
- Reviews, corrects and approves civil engineering plans for development improvements including grading, drainage, paving, water and sewer systems.
- Serves as a member of the project development team to review plans at various stages of development to ensure City objectives are met.
- Answers questions from developers, engineers, architects and the public concerning design standards, ordinances, flood plains determinations and utility locations.
- Reviews preliminary and final subdivision plat maps and other real property division documents for compliance with city subdivision ordinances, state statutes, proper rights-of-way, utility and storm drainage easements and verifies survey calculations.
- Reviews plans for public projects to ensure that proposed improvements are consistent with adjacent existing and planned private developments.
- Prepares and maintains city engineering design standards for site development and infrastructure construction.
- Provides technical direction, project management, and assistance to developers, consultants, outside agencies and engineering staff regarding projects.
- Coordinates city projects with other cities and agencies.
- Performs research, analyzes findings, and prepares recommendations for infrastructure planning needs.
- Responds to and resolves citizen inquiries and complaints regarding engineering projects and infrastructure.
- Provides lead expertise, direction and oversight to professional and technical staff coordinating efforts for real estate and/or easement acquisition for capital improvement projects. Ensures development projects proposing new easements, tracts or right-of-way with city utilities meets design and access requirements for operation and maintenance activities.
Minimum Qualifications
Bachelor’s Degree in an Engineering specialty such as Civil, Water Resources or Transportation, and five years of increasingly responsible experience as a professional engineer in the area of assignment including one year of lead or supervisory experience.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
Knowledge of:
- The theory, principles and practices of civil or traffic engineering
- Traffic studies including Traffic Impact Analysis (TIA), signal warrants, speed studies, etc.
- Professional literature and sources of information for the discipline in area of assignment
- Research and statistical methods and procedures applied to discipline in area of assignment
- Project contracts and project delivery methods to include, job order contracting, construction manager at risk, design bid build etc.
- Project management and supervisory practices
- Public works design, standards and construction methods, materials and techniques used in the construction of public works projects
- City and state laws, ordinances, statutes and regulations governing municipal engineering
- City’s public works infrastructure
- Basic contract law, bond and insurance requirements
Ability to:
- Effectively supervise and evaluate the work of subordinate personnel
- Prepare and monitor a division and/or project budget
- Prepare or review plans, designs, and project specifications
- Sign and seal engineering plans and documents
- Make decisions regarding project priorities, costs, and alternatives
- Perform research, analyze findings, prepare and present reports to city management
- Effectively communicate both orally and in writing with internal and external customers
- Establish and maintain effective working relationships with city staff, contractors, counterparts in other agencies, and the public
- Operate a computer and engineering applications
- Draft plans in AutoCAD
- Use Bluebeam
- Operate city vehicles, depending on area of assignment
Special Requirements:
- Registration as a Professional Engineer at time of application.
- Registration as a Professional Engineer in the State of Arizona within six months of hire.
- Depending on area of assignment:
- Valid Arizona Driver’s License.
- This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
