About the Department

The Port of Portland is hiring for an experienced, strategic

Purchasing Team Manager for the Contracts and Procurement Department.

Your Role: We are seeking a dynamic, strategic, and professional leader to join our organization as a Purchasing Team Manager. In this role, you’ll lead and inspire a team responsible for procurement and contract activities; and take charge of high-impact, complex procurement projects and initiatives. This is a key leadership position where your expertise will drive operational efficiency, ensure compliance, and support critical organizational goals.

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays as business needs allow.

Position Duties

  • Oversee complex Port procurements and contracts. Develops, solicits, evaluates, and negotiates contracts for Port-wide goods, trade services, and personal/construction services through a variety of solicitation methods.
    • This includes Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ) and/or other methods as allowed by state statute, Port contracting rules and federal regulations.
  • Develop and implement procurement strategies for contracting actions in support of user departments.
  • Provide supervision and direction to the procurement team while training and coaching team members.  
  • Lead the stakeholder team to resolve any resulting contract disputes, and corrective action from non-performance of contractors.
  • Develop performance goals, monitor and evaluate work progress, and conduct performance coaching throughout the department.
  • Oversee backfill and backup procurement and contracting actions to ensure timely services for user departments.
  • Advanced knowledge of Oregon Revised Statutes and Federal (such as FAA, U.S. Corp. of Engineers, etc.) regulations pertaining to procurement and contracting experience with both.
  • Familiarity with advanced principles, theories, and concepts of procuring materials, services, and construction.
  • Experience with electronic procurement/purchasing systems.
  • Perform basic and advanced math functions related to cost/price analysis problems and apply basic accounting principles.
  • Provide a high level of service delivery to the customer while effectively managing multiple customer demands and build consensus.
  • Other duties as assigned.

Minimum Qualifications

Education and/or Experience required for this role:

  • 5+ years of contracts, procurement, material management and/or other related experience.
  • 3+ years of leadership experience.
    • Procurement or public service leadership is preferred but not required.
  • (Desired) Bachelor’s in Business Administration, Supply Chain Management, or related field.
  • (Highly Preferred) Strong background in public procurement or procurement experience in a private sector.

Preferred Licenses and/or Certifications:

  • Certified Professional Public Buyer (CPPB).
  • Certified Public Purchasing Officer (CPPO).
  • NIGP Certified Procurement Professional (NIGP-CPP).
  • Certified Professional in Supply Chain Management (CPSM).

Compensation

Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.

Selection Process (Tentative Schedule):

1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of August 18, 2025.

2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.

3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation by the week of August 25, 2025.
